20% less performance: Windows’ fault?

A recent study revealed that not reinstalling Windows after a significant hardware upgrade can cause up to 20% performance loss on some systems. In tests with recent Intel Core Ultra 200 processors, a performance drop of up to 20% was found when reusing an existing Windows installation on a new platform; in particular, the problem seems to manifest itself especially in single-core and mixed workloads, while multi-core performance is not particularly compromised.
