Russia has invented a non-standard monetary incentive for contractual service in the armed forces: a person who brings a friend to the military commissar is offered 100,000 rubles (about 1,055 euros), the US Institute of Military Research (ISW) said.

According to military analysts, the head of the Yaroslavl region, Mikhail Yevrayev, has announced a new initiative, according to which each person who brings a friend to the military commissariat will be offered 100,000 rubles (about 1,055 euros) if he signs a contract with the Russian Ministry of Defense (MoD) to perform military service.

A similar initiative from July 11. the Republic of Tatarstan also started. Yuri Sinelshchikov, the deputy chairman of the Russian State Duma’s State Building and Legislation Committee, said that this new draft mechanism is risky and that the Russians could abuse the system, especially if other entities of the federation adopt similar mechanisms.

J. Sinelshchikov called for this mechanism to be established in Russian legislation and expressed concern about whether the subjects of the federation will be able to allocate funding for such initiatives.

In addition, the Russian military is reportedly developing and legalizing a military motorcycle specialty, likely in response to increased Ukrainian drone strikes and aerial reconnaissance, forcing the Russian military to use small and fast vehicles for frontline logistics and transportation.

July 21 Russian sources said that Russia’s 5th Motorized Rifle Brigade (1st Army Corps “DNR”) is developing its own military motorcycle school and that other Russian brigades are also dealing with the issue at a “high level”.

Other important conclusions of the analysts:

  • The head of the Russian State Duma, Vyacheslav Volodin, recently visited Nicaragua and Cuba, which is probably how the Kremlin seeks to expand its influence in the Western Hemisphere and mobilize states against the United States and the West.
  • According to reports, Georgia’s State Security Service (SGB) recently summoned several Georgian citizens who volunteered for Ukrainian forces for questioning on charges of “conspiracy to overthrow the government” and “terrorism.”
  • Geolocation images confirm that during the night from July 19 to 20. A strike by a Ukrainian drone damaged the infrastructure of the Millerov air base in the Rostov region.
  • Recently, Russian troops advanced near Avdijivka.
  • On the night of July 20 to 21, Russian troops carried out missile and drone strikes against Ukraine.
