It has been reported that the Yanggang Province People’s Committee will be inspected by the Central Prosecutors’ Office in relation to the harsh remarks made by North Korean State Affairs Commission Chairman Kim Jong-un during his on-site inspection of the Samjiyon City development site on the 11th and 12th.
A source in Yanggang Province told Daily NK on the 23rd, “The Central Prosecutors’ Office’s concentrated inspection of the provincial People’s Committee began on the 15th,” and “All departments of the provincial People’s Committee are subject to inspection, so there is a heavy atmosphere not only within the People’s Committee but also throughout the province.”
The source said that the development of Samjiyeon City is not limited to the city, but is a project that the province must also take responsibility for, so the Yanggang Province People’s Committee could not avoid the sword of censorship.
A source said, “The development of the Samjiyon tourist area has been pushed forward as a national project, but we have been carrying out projects one by one despite difficulties that have no solution, but this time, we have been subject to an inspection due to the suggestion of the Marshal (Chairman Kim Jong Un).” He added, “Furthermore, this is not actually a provincial issue as it was carried out according to a design already approved by the state, but the inspection has caused the workers to feel dispirited.”
In particular, he said, “The workers put in all their heart and soul and effort to satisfy the Marshal through the construction of the Samjiyon tourist area, and we had internally expected to receive words of congratulations during this visit, but the result was rather a serious censorship, which turned into a regrettable atmosphere.”
The Central Public Prosecutor’s Office has announced that it will point out and bring out each and every one of the provincial workers’ Japanese influence as the direct cause of this incident before the censorship, and it is said that there is talk among provincial workers that “this will be the worst censorship ever.”
Furthermore, it is said that the situation is very tense as it is known that political and ideological review of the workers will also be conducted during this opportunity.
The source said, “This inspection by the Central Prosecutors’ Office is expected to last for a month,” and “During this period, an intensive investigation will be conducted, and once the investigation is complete, the results will be reported to the central government.”
He continued, “The central government currently sees this inspection as an important step toward resolving the delay in the construction of the Samjiyon tourist area and strengthening the work efficiency and accountability of related workers, as well as an opportunity to start a new high-level management and supervision.”
The Rodong Sinmun, the organ of the North Korean Workers’ Party, reported on Chairman Kim’s on-site guidance in Samjiyon City on the 14th, saying, “Comrade Kim Jong Un strongly pointed out the irresponsibility of the guidance workers that was revealed during the construction process and a series of serious biases that resulted from it, and instructed that necessary measures be taken.”
According to reports, Chairman Kim severely criticized the dereliction of duty of the construction supervision agency, and in relation to this, ordered the suspension of the rights of the Minister of State Construction Supervision and the Vice Minister of State Construction Supervision and to immediately refer the case to the legal authorities for review.
He also pointed out that all members of the Samjiyon City Construction Command Completion Inspection Committee should be ordered to suspend their work, the deputy director of the Organization and Guidance Department of the Party Central Committee, who is in charge of the political group in the construction sector, should be dismissed, and the work capabilities of the vice premier of the cabinet and the responsible officials of the state design institute should also be reexamined.
