Prague – The Ministry of Regional Development updated the information system for construction management at night. It will now be possible to cancel documents, it will no longer be necessary to add authorized persons manually, or server services will be accelerated. On the net X this was stated by Minister Ivan Bartoš (Pirates). According to him, further adjustments are being prepared. The electronic construction management system has been running since July, and many authorities are complaining about its defects.
“We made it possible for local admins to change the document processor, including the office, so that if the filing office does not transfer the document correctly, there is a solution. The local administrator also got the option to cancel the document. We speeded up the call to server services. We adjusted the transfer of the delivery status from the electronic file service. We added the delivery note to “Documentation in the BPP package is now better displayed on the whole screen. We have fixed the multiple delivery of newly issued documents. When you add the concerned authority as a participant, it is not necessary to enter the authorized person,” said Bartoš. Some of the things that the modification introduces, the authorities lacked in the original version of the system.
According to Bartoš, the next change to the information system should enable loading the list of parcels and participants in the proceedings into templates or identify the participants in the proceedings en masse. According to him, MMR is trying to make the work of officials easier and provide them with what they need from the application.
The authorities in the Czech Republic continue to have difficulties with the new online system of construction procedures, according to them it has a number of defects and rather makes their work more difficult. Bartoš has previously admitted difficulties with the transition to the new management regime, and he promises town halls a detailed manual almost a month after the system is launched. The opposition criticizes the new system, the first vice-chairman of ANO Karel Havlíček called it the biggest failure in the history of the introduction of any public instrument in the Czech Republic since the revolution.
The new Building Act came into effect on July 1 for all types of buildings. The standard, for example, cancels the dual permitting of buildings and merges territorial and construction management into one. The building authorities themselves are supposed to notify the other authorities and get their comments in the so-called coordinated binding opinion. At the end there should be a single stamp for the builder. Management should be for all participants in digital form via Builder’s portal and other systems and all documentation is online. Authorities and builders are supposed to communicate in interconnected systems.
According to the ČTK survey, in addition to difficulties with the functioning of the new system, building authorities are facing an increase in the number of applications for building permits in the original paper form for June, before the start of the new system. The town hall is worried about the lack of officials and they fear their departure due to the overloading of the building authorities.
