Russia has proposed a way to combat traffic-violating couriers on electric scooters

Mikhail Vetrov, deputy of the municipal formation of St. Petersburg “Shushary Village”, chairman of the Association of Manufacturers of Children’s Goods, Works and Services, proposed creating separate police units equipped with electric scooters and electric bicycles to combat violations of traffic rules by couriers.

A copy of the appeal addressed to the Minister of Internal Affairs Vladimir Kolokoltsev is at RT’s disposal.

As Vetrov noted, in recent years, delivery services for retail goods have become widespread throughout the country.

“It is now difficult to imagine a modern Russian city without thousands of couriers on electric bicycles and scooters delivering customer orders: from food to large household appliances. The streets of large Russian cities are literally overloaded with scurrying electric scooters, ignoring the most basic traffic rules at any time of the year,” the RT interlocutor emphasized.

At the same time, as the deputy added, traffic or patrol police do not have the technical capabilities to pursue and stop this type of personal mobility device: they are too fast for pursuit on foot and too maneuverable for pursuit by a patrol car.

“Given the current situation, I request you to consider the possibility of forming separate police squads equipped with electric scooters and electric bicycles to ensure compliance with the law by drivers of this type of SIM. This measure will be an adequate response to the current realities on the streets of Russian cities,” the text of the appeal says.

In December 2023, the director of the Institute for the Study of Contemporary Politics, Anton Orlov, proposed limiting the maximum permissible speed on electric scooters and electric bicycles to 5 km/h in winter.
