Washington/Brussels – The United States will limit exports of artificial intelligence (AI) chips to keep the highly advanced technology out of the reach of Russia and China. The BBC reported about it. According to Bloomberg, the regulation will also apply to the Czech Republic, while, for example, the western part of the European Union will have freer conditions, which was criticized by the European Commission in a statement. The biggest restrictions will concern Russia, China or Iran with Venezuela.

White House in declaration stated that artificial intelligence is rapidly becoming central to security and economic power. “The United States must act decisively to lead this transition by ensuring that American technology supports the global use of AI and that adversaries cannot easily exploit advanced AI,” the White House announced. He added that in the wrong ownership, powerful AI systems can pose a significant security risk, for example by enabling the development of weapons of mass destruction, offensive cyber operations or further curtailing human rights through mass surveillance.

The administration of the outgoing President Joe Biden has therefore decided on the manner in which American technology can be provided.

The US wants to limit the sale of AI chips at the level of countries and companies, so that development is concentrated in friendly countries and that businesses adapt to American standards, Bloomberg reported, citing its sources. He added that regulation has three circuits.

The countries in the first area, in which there are, for example, Canada, Britain, France, Germany or Norway with Finland, will have free conditions. The Czech Republic will follow maps published by Bloomberg in the second category, which will already have more significant restrictions. Austria, Poland and Slovakia will also be part of this circle from EU countries. Other countries include Mexico, most South American countries, a large part of Africa or India.

The strictest restrictions will then apply to Russia, China, the DPRK, Iran or Venezuela.

The fact that the United States does not approach the EU uniformly was criticized by the European Commission. She expressed concern that the US would restrict the export of advanced AI chips to selected member countries. “We believe it is in the US economic and security interest for the EU to purchase advanced AI chips from the US without restrictions,” the commission said.

The Brussels portal Politico wrote today that the American decision may divide the EU into two camps – winners in AI and losers, when 17 member countries will have limited access to chips and ten will not.

The US has previously halted the supply of advanced AI chips to China and other countries to prevent those countries from making breakthroughs in artificial intelligence and sophisticated computing, which are also key to the military. For example, Nvidia and Intel responded to previous measures by creating special chips for the Chinese market that retained high computing power but limited communication speed.
