A bill was presented to the Grand National Assembly of Turkey regarding the sale of vehicles without SCT as a scrap incentive for those with vehicles over 25 years old, the sale of vehicles without SCT and VAT for drivers, and the withdrawal of heavily damaged vehicles from traffic. With the proposed law, it is envisaged that those who have vehicles over 25 years old will scrap their vehicles and purchase vehicles without SCT after the law becomes official.

Bills that stimulate the automotive industry were presented to the Turkish Grand National Assembly. Since 2019, there has been no SCT discount for those with scrap vehicles.

With the new law proposal, those who recycle their vehicles that are 25 years old and older are requested to be exempt from Special Consumption Tax for a one-time only for the new vehicles they purchase, provided that they are produced in Turkey.

It was announced that the proposal aims to renew vehicles that are 25 years old and older and bring them into the economy, reduce imports in this context, prevent fuel waste and prevent environmental pollution.

The justification is: “According to TÜİK data, the number of vehicles registered to traffic in Turkey as of the end of 2023 was announced as 28 million 740 thousand 492, and this number exceeded 30 million in August 2024. Again, according to TÜİK, the age of vehicles registered to traffic in Turkey The average is calculated as 14.5, and 25 percent of the number of vehicles consists of vehicles over 21 years old.

While older vehicles create a burden in terms of repair and maintenance costs, they can also pose a danger in traffic, causing loss of property and life. They also harm both the environment and the economy. In this sense, recycling of vehicles older than 25 years is important in terms of economy, environmental pollution and transportation safety.

A bill that concerns drivers who will buy commercial vehicles has also been presented. According to the proposal, it was requested that the new commercial vehicle purchased by the driver tradesman, who makes his living with a single vehicle, for the purpose of renewing his existing vehicle and using it in commercial activities for 10 years, be exempt from Special Consumption Tax.

As a justification for tax-free vehicle sales to driver tradesmen, “Commercial vehicles in Turkey have a comprehensive place in both import, export and human transportation. According to TUIK data, approximately 6.5 million of the more than 30 million vehicles in our country consist of minibuses, buses, pick-up trucks and trucks.” On the other hand, nearly 100 thousand commercial taxis operate, and there are approximately 1.5 million drivers registered with the Turkish Chamber of Drivers.

Considering the usage rate of commercial vehicles in relevant economic activities, it can be understood that they wear out in a shorter term than personal vehicles, and that the maintenance and repair costs of these vehicles are more burdensome. In order for transportation and transport activities to be both more comfortable and safer, it is important that the vehicles are more convenient for use. While the maintenance and repair costs of worn-out vehicles create a burden for drivers, it is known that they also have difficulties in obtaining a new vehicle.

In this context, exempting the new vehicles that will be purchased by the trade drivers, who make their living with a single vehicle, for the purpose of using them in commercial activities for at least 10 years, from Special Consumption Tax and Value Added Tax will make it easier for the trade drivers to continue their commercial activities without interruption and will allow them to progress more healthily in their activities. statement was made.

PROPOSAL FOR HEAVILY DAMAGED VEHICLES TO BE REMOVED FROM THE MARKET

In a new proposal, it is prohibited to repair vehicles that are found to be seriously damaged as a result of a traffic accident or natural disaster and become unusable due to obsolescence, wear, tear, accident, burning, destruction, etc. It was requested that a fine of 500 thousand Turkish Liras be imposed on private or legal persons who acted in this manner.

In addition, the sale of vehicles that are determined to be heavily damaged by insurance companies or authorized institutions by tender is only possible through the sale of spare parts or the sale of the vehicle as scrap, and the operating license of insurance companies that sell or put vehicles on the road that are determined to be severely damaged for other than these purposes is suspended for 6 months. was included in the offer.

In the justification for this proposal, “One of the most important issues of traffic safety is whether the traffic vehicles used are technically safe or not. The safety equipment and durability of the vehicles directly affect the extent of damage that will occur in accidents and, most importantly, the safety of life.”

It is obvious that heavily damaged vehicles, popularly referred to as “pert”, create a safety vulnerability in traffic. Although heavily damaged vehicles are repaired, the exact monitoring and determination of whether this repair is sufficient is a matter of debate. Where, how and to what standards seriously damaged vehicles are maintained is important, first of all, for life safety, and it is not easy to track and detect this issue.

It is also known that in order to reduce the repair costs of the repaired vehicles, airbags, seat belt tensioners and similar vital parts are made dysfunctional and their errors invisible by using simple cheating methods by abusing technology.
