A company from China won the most valuable contract in Bosnia and Herzegovina

BANJALUKA, SARAJEVO – More than five billion marks of public money were spent in BiH last year through public procurement, and the most valuable individual contract went to China Gezhouba group company limited in BiH.

It is a Chinese company which, with its representative office in Sarajevo, won the tender for the construction of the HPP “Dabar” facility worth 435,825,657 KM excluding VAT.

This information is stated in the annual report of the BiH Public Procurement Agency for 2023.

A sanctioned company is also on the list

On the list of the most valuable contracts awarded to domestic companies, the company “Herc gradnja” is in second place, which received a contract from the Ministry of Health and Social Protection of the RS for the design, construction and equipping of the Trebinje hospital on a “turnkey” basis. The contract is worth 109,784,999 KM without VAT.

In third place are the “Banovići” brown coal mines, which received a contract worth 81,379,720 KM without VAT from “Elektroprivreda BiH” for the supply of coal for the needs of the Tuzla and Kakanj thermal power plants for the year 2023.

The list of 20 domestic companies that received the most valuable contracts includes, among others, the company “Prointer ITSS”, which received a contract worth 31,623,917 KM excluding VAT from the Tax Administration of the RS for the establishment of an information system for fiscalization.

It is an IT company that is associated with Igor Dodik and because of which it ended up on the “black list” of the United States of America.

Foreign companies won the most valuable contracts in Jahorina

When it comes to foreign companies, the company “Leitner spa” from Italy received the most valuable contract from the Jahorina Olympic Center in the amount of 20,985,781 KM excluding VAT for the construction of the six-seater cable car “Igrišta” and the accompanying infrastructure according to the “turnkey” system.

In second place is the company “Energoprojekt hidroinženjering” from Serbia, which received from HE “Dabar” the job of supervising the implementation of the EPC contract for financing, design, construction, production, delivery, installation, testing and commissioning of the “Dabar” hydroelectric power plant. The contract is worth 9,998,900 KM excluding VAT.

In third place is again the company from Italy, “Technoalpin-SPA”, which received from OC “Jahorina” a contract worth 4,999,796 KM excluding VAT for the water supply of the reservoir of the ski center “Igrišta”.

In addition to these, the list of foreign companies that received the most valuable contracts in Bosnia and Herzegovina also includes companies from Croatia, Slovenia, Austria, Germany, France and Poland.

In the annual report of the BiH Public Procurement Agency, it was stated that last year 218,493 contracts were awarded to domestic bidders, which represents 99.16 percent of the total number of all awarded contracts, and 1,853 to foreign bidders, or 0.84 percent of the total number of all awarded contracts.

The value of the contracts awarded to domestic bidders amounted to 4.198 billion KM excluding VAT, and to foreign bidders 144.9 million marks.

That figure does not include amounts that were distributed through the Annex II procedure in the amount of 716.5 million.

When all the above figures are taken into account, the total value of awarded contracts in public procurement procedures in 2023 amounted to 5.06 billion marks without VAT.
