According to the representatives of the Opava town hall, the new construction management information system, which was prepared by the Ministry for Regional Development (MMR), is not functional. It is not possible to work fully in it. The town hall calls on the ministry to rectify. This was stated by the secretary of the municipality, Tomáš Elis, in a statement available to ČTK. According to him, representatives of other cities view the situation similarly. Deputy Prime Minister for Digitization and Minister for Regional Development Ivan Bartoš (Pirates) told ČTK that we can expect more challenging weeks. But he believes that the Czech Republic will gradually reach the point where digitization will significantly simplify work.
“The deployed version of the mentioned system is not yet effective enough and fundamental deficiencies remain. In cooperation with other cities and municipalities, we appeal to the mentioned ministry and strongly urge it to correct it,” said the secretary of the Opava municipality. According to him, as of July 18, the officials of the building office were only in the initial stage of registering the submission. “For the time being, it cannot be functionally used for the work of the building authorities. We apologize to everyone for any complications that we did not cause, but we believe that the MMR situation will be rectified in a reasonable time,” he said.
For a similar reason to Opava, the mayor of Nový Bor na Českolipska and the chairman of the Association of Municipalities of the Liberec Region Jaromír Dvořák (Mayors for the Liberecký Region) also recently addressed the MMR in an open letter. In it, he asked when the Construction Management Information System would be fully functional in such a way that it would be possible to complete the entire management process, including all the necessary actions stipulated by the new Building Act and other legal regulations.
Bartoš previously stated that the most common problem faced by officials when using the digital construction management system at the MMR is setting their roles. If entered incorrectly, it prevents login. As recently as Thursday, according to MMR data, 848 building authorities and concerned bodies had not designated a person to receive documents in the digitalized construction management system. Out of a total of 1,440 authorities and concerned bodies using the digitization of construction management, roughly half of them did not have registered users. Therefore, these offices were not receiving applications from the builder’s portal this week and could not work fully in the system.
“It is clear that implementing such a system is very demanding. It places enormous demands on everyone. I understand that in addition to the new systems, they also have to cope with a pile of paper applications submitted before the end of June. The MMR tries to accommodate them as much as possible, in individual cases we help with by setting roles over the phone and sharing the computer screen,” said Bartoš. At the same time, the department is also simplifying the configuration and management of roles by local administrators and is working on more detailed manuals for officials. Another series of all-day trainings in the regions is also planned over the summer. According to the latest MMR data, applicants have successfully sent over 2,000 applications through the builder’s portal, and the Information System for Officials records over 5,000 created documents.
The new Building Act came into effect on July 1 for all types of buildings. The standard, for example, abolishes the dual authorization of buildings and merges territorial and construction management into one. The building authorities themselves are supposed to notify the other authorities and get their comments in the so-called coordinated binding opinion. At the end there should be a single stamp for the builder. Management is to be digital for all participants through the Builder Portal and other systems, and all documentation is online. Authorities and builders are supposed to communicate in interconnected systems.
