The government and most public sector unions have signed collective agreements and agreements to implement the wage reform. Prime Minister Robert Dove he called the signing a historic feat and the crowning achievement of negotiations between representatives of the government and public sector unions. He pointed out that more unions than anyone had expected signed on. According to him, the number of people present gives legitimacy to the signing of documents. Also a trade unionist Branimir Štrukelj in Jakob Počivavšek they see the signing of the collective agreement as a great achievement. Signatures under the umbrella collective agreement for the public sector were contributed by 32 out of a total of 46 trade unions.
The government and public sector unions signed on Friday:
- Agreement on the renewal of the salary system and new classification of jobs and titles in salary classes in the public sector
- Collective agreement for the public sector
- Annex to the Collective Agreement for non-economic activities in the Republic of Slovenia
- Agreement on the classification of positions and titles of the salary column of civil servants in health care, social care and mandatory social security
- Agreement on the classification of positions and titles of the salary column of civil servants in research activity, education and culture
- Collective agreements and annexes to collective agreements of activities and professions in the public sector
Historically for the police, the soldiers are not around
After the unions of the second pillar, which represent soldiers, police officers, municipal wardens, workers in the judiciary and state administration, and professional firefighters, refused to initial the documents this week, some unions from this pillar also joined in signing. Among them are also the Union of State Authorities of Slovenia and the two police unions.
The police unions are particularly pleased because today they also signed their own collective agreement for public order and security activities with the government side. They assessed that today was a historic turning point for all employees of the police, and explained that “consolidated the foundations for future fair evaluation and improvement of working conditions” for their members.
In the afternoon, a little behind the other unions, they are the Union of Doctors and Dentists of Slovenia, Fides, also joined the signingwho signed only the annex to the collective agreement for doctors and dentists, but not the umbrella collective agreement for the public sector. At the same time, they announced that most of their strike demands remain unfulfilled and subject to further strike negotiations. The strike of doctors and dentists continues.
Among those who did not decide to sign the documents are, for example, the two unions representing soldiers and the Union of Nursing Workers.
The classification in salary groups does not change
With the entry into the renewed salary system, a series of changes is expected in the public sector from January 1, 2025. Gradual wage increases and, among other things, changes in rewards and promotion are foreseen, and a method of harmonizing wages with inflation is determined. The classification into salary groups does not change, with the exception of salary group J, which is no longer an independent salary group, but is included in the other salary groups. There are no more orientation positions in the collective agreement for the public sector. The classification of jobs and titles in salary classes for most civil servants is determined in the collective agreements of activities and professions.

The basic salary in the highest salary class is EUR 8,821.04 gross
The new pay scale has 67 pay grades. The difference between salary classes is three percent instead of the current four. The estimated ratio between the highest and the lowest pay grade is one to seven. The basic salary in the first salary class is set at the minimum salary in 2024, which amounts to 1,253.90 euros gross. The basic salary in the highest salary class is estimated at 8,821.04 euros gross. Currently, more than 27,000 out of a total of approximately 190,000 employees in the public sector receive an additional payment up to the minimum wage. Below the minimum wage are the first 25 salary brackets. The highest, the 66th salary class, is worth 6087.86 euros gross. The ratio between the highest basic salary and the minimum salary is one to 4.8.
An average salary increase of around 19%
The wage reform in the public sector will increase the wage bill by 1.4 billion euros by 2028. According to some estimates, the increase in the basic salaries of civil servants should be an average of 19%. On average, wages should rise by 380 euros gross. This amount does not include raises for those employees whose basic salary is currently less than the minimum.
The payment of salary increases was divided into six installments, the first is scheduled for January 1, 2025, and the last for January 1, 2028. In the first three installments, 12 percent of the anticipated increase will be paid, in the next two, 15 percent, and in the last, the difference. Because salary increases vary, some employees will receive their full increase earlier.
