N. Mikelionis decided to retire from his position on August 19, already after the story that he was involved in a police investigation became public. That investigation is still ongoing as of June 30. 4:20 p.m. after receiving a report that a man is filming women under their skirts in the “Maxima” store in Kaunas, Veiverių St.

In the statement submitted to the police, it was stated that an unknown man hit the applicant’s legs several times with a shopping basket. In the shopping bag was a phone with the camera facing upwards, the woman suspected that it was being filmed under her dress.

Clarification of the circumstances was started in order to evaluate the actions of N. Mikelionis.

In September, a competition was announced to elect a new GMPT manager. At the moment, the competition is already at the finish line, on Monday there will be interviews with three selected candidates, after which only one will remain. In total, 15 candidates participated in the selection of the competition, according to SAM.

He resented being asked

However, it was the selection of representatives of one trade union that raised doubts about the transparency of the tender. This is stated in the announcement made by Violeta Seiliuvienė, the chairperson of the United GMP Workers’ Trade Union, in which she informed about the protest being organized in front of the SAM.

“A group of emergency medical workers will seek to draw the attention of the Minister of Health and the public to the dubious actions of the selection committee headed by the Deputy Minister of Health, established for the competition of the Director General of the Emergency Medical Service.

“Several doctors will be protesting outside with placards while union representatives speak to the selection committee about the competition for the director general of the service, which has raised doubts about transparency,” the statement said.

At the end of the 1st stage commission meeting, before the applicants’ scores were calculated, the meeting observers were asked to leave the room where the competition was held.

It indicates that the dissatisfaction of the representatives of the trade union was caused by the course of the competition: “At the end of September, the selection of candidates for the position of General Director of GMPT was announced. During the selection process, three applicants with the most leadership competencies were to be selected, one of whom, after the interview, should be appointed by the minister to hold this position. The selection committee was headed by one of the vice-ministers, and 3 trade union representatives participated in the meetings as observers.

At the end of the 1st stage commission meeting, before the applicants’ scores were calculated, the meeting observers were asked to leave the room where the competition was held. The description of the tender did not provide for such a course of procedure and created the conditions for the commission to discuss and coordinate the scores of the applicants.

The trade union of Vieninga GMP, upon receiving the report of the delegated tender monitors, immediately took action and addressed the Minister of Health in writing. The answer with the invitation to meet at the ministry was received only from the chairman of the selection commission.”

Requires transparency

A group of representatives of this trade union came in front of SAM during lunch on Monday.

Three candidates have been selected

According to Tomas Bagdon, advisor to the Minister of Health, such tenders are divided into two stages. In the first, the commission interviews with the applicants, in this case there were 15 of them, the interviews were held with them for two days last week, after which the commission members assign points to the applicants and the three participants with the most points are selected.

“Within ten days, the three candidates with the highest rating must participate in an interview with the minister. Interviews take place this Monday. After the interviews, the evaluation is written by the minister, the candidate with the highest score receives a job offer. If he is accepted, the candidate is assessed by special services for compliance, whether he can take up the position.

After receiving confirmation that he can perform this position, he is appointed. If a negative answer is received, then the position is offered to the second remaining candidate”, explained T. Bagdonas about the course of the competition.

It should be emphasized that they were asked to leave during the break. Therefore, the interpretation here differs between the chairman of the commission and the trade unions.

T. Bagdonas comments somewhat differently on the claims of trade union representatives that they were asked to leave the premises where the interviews took place during the competition. According to him, SAM has indeed received a letter from this trade union.

“It must be emphasized that they were asked to leave during the break. Therefore, the interpretation here differs between the chairman of the commission and the trade unions. The chairman of the commission says that two members of one trade union left the premises during a break. After that, we received a claim, which included a demand to stop the entire competition, otherwise the media would be contacted.

Since lawyers also participated in the commission, the latter also assessed whether there was a violation. They did not detect this violation. But in order to explain that the tender was transparent and no shadow was cast, on Monday the members of the commission plan to meet with representatives of one of the trade unions who are not satisfied with the procedure, and to explain the circumstances of this situation”, said T. Bagdonas.

According to him, three representatives of two trade unions observed the talks during the competition. This practice has been applied during tenders for some time.

The former manager could participate

When asked about the candidates for the position, T. Bagdonas said that he could not reveal their names. However, he confirmed that the former leader Nerijus Mikelionis could also participate in the competition, although the prosecutor’s office informed lrt.lt at the beginning of November that it had resumed the pre-trial investigation terminated in September regarding the filming under the woman’s dress.

Did he participate – the minister’s adviser did not answer.

15min as far as we know, N. Mikelionis was not among the 15 selected candidates who were invited to interviews with the tender commission.

Temporary director of GMPT Ilona Kajokaitė 15min has stated that she will not participate in the competition.

Those wishing to participate in the competition and seeking to occupy the position of general director of GMPT had to meet the following requirements: have at least 4 years of managerial work experience; a higher education qualification obtained after completing university studies in health sciences, social sciences, law, business and public management or life sciences and after obtaining a qualifying degree no lower than a master’s degree, or an equivalent higher education qualification; excellent command of the national language.

With branches and regional offices across the country, GMPT employs nearly 3,000 staff including EMS paramedics, EMS nurses, doctors, dispatchers, drivers, administration and other staff.

The central service office is located in Kaunas.
