Aggressive commenters would be sent to prison –

According to a proposed law, anyone who makes a comment about the death or torture of others could be sentenced to one year in prison.

At today’s meeting of the parliament’s justice committee, a bill “On curbing internet aggression” was submitted – reported on it Telex. What is being discussed can have a huge impact on the culture of comments, as it foresees a one-year prison sentence for anyone who in a comment envisages the death or torture of others.

In English, a person commits an offense punishable by imprisonment of up to one year, who uses an expression in a comment, in public, or publishes a representation, picture or sound recording, which expresses an identifiable intention or desire to commit a violent, deadly or especially cruel punishable act. against a person or persons – it states in its justification. It also applies to recent aggressive manifestations against groups of people and communities.

The draft law also names exceptions: whoever commits it for informative, educational, scientific, or artistic purposes, or for providing information about knowledge of history or the present, cannot be punished, but only if the act is not suitable for instilling fear.

With this, the legislator has clearly marked the boundaries, hateful expressions that wish for the violent death of another person are not permissible forms of communication, just as the freedom of expression does not extend to the publication of untrue facts or statements that disregard human dignity.

It is also important to note that according to the rationale of the bill before the committee, liking an offensive comment in itself is not a problem, but it is if someone shares it with the general public. Internet press products must take action against illegal and harmful comments if they give readers the opportunity to comment. To this end, they are obliged to create regulations and apply effective solutions, which the Media Council will make a recommendation on, and the National Media and Communications Authority (NMHH) will check.

If the committee submits the proposal to the National Assembly and it is voted on, it would come into force on January 1, 2025.
