Agreed payment of incentives and rebates to farmers this year

In order to resolve the demands presented by the representatives of agricultural associations, an agreement was reached that the Ministry of Agriculture, Forestry and Water Management should take certain steps. It is about proposing amendments to the Law on Incentives in Agriculture and Rural Development to the National Assembly as soon as possible, so that by mid-October 2024 at the latest, the amendments to this law will be adopted, by introducing a provision in Article 31 that will read: Reimbursement for certified seeds is paid in the amount of up to 17,000 dinars per hectare for the same area for which the right to basic incentives can be realized from Article 17, paragraph 1, point 1) subpoint (1) of this law.

Also, it will be proposed to delete the part of paragraph 3 of Article 31 of the mentioned law in the part where the subsidy for seeds in the amount of 6,000 dinars per hectare is stated.

By the end of October 2024 at the latest, a public call for rebates for certified seeds in the amount of up to 17,000 dinars per hectare will be announced.

The modality for solving the problem of using agricultural land without a legal basis, on which property legal relations have not been resolved, will be determined by the end of September 2024 at the latest, for the purpose of realizing the right to incentives in agriculture.

Before that, this year a one-time incentive in the amount of 40,000 dinars per head will be paid for raising a quality first-calf breeding cow.

Also, this year, a one-time incentive in the amount of 60,000 dinars per head will be paid for raising a quality breeding heifer aged 12 to 24 months, and that the condition for the payment of this incentive will be that the producer on the farm is obliged to keep this heifer on the farm farm for a period of at least three lactations, i.e. up to five years of age.

All measures will be taken to ensure that milk imports by the end of the year are at most up to the amount of milk imported last year, for the same period, or in smaller quantities.

At the same time, all measures will be taken to improve the export of refined and unrefined oil, and that a meeting will be organized with the largest oil producers by the end of July 2024 at the latest, which will be attended by Prime Minister Miloš Vučević.

By the end of July 2024 at the latest, it will be proposed to form a working group for the coordination of activities for the improvement of commodity market business with agricultural products, and to continue holding regular meetings of the working group.

As stated on the website of the Ministry, representatives of farmers’ associations will be actively involved in the drafting of the Agriculture and Rural Development Strategy for the period from 2025 to 2032.

The representatives of the association emphasized that all communication with the Government of Serbia and the Ministry of Agriculture, Forestry and Water Management will continue peacefully in the future through a constructive dialogue without taking to the streets and protesting.

The meeting where these steps were agreed upon was attended by representatives of the agricultural association of milk producers “Naše mleko”, the Association “STIG” Požarevac, the Association of Milk Producers Kikinda, the Association “For the Rescue and Survival of Herdsmen of Western Serbia”, the Association of Milk Producers of Šumadija and Pomoravlja, the Association “Složni Pidicanci” and the Association of North Banat Brestovac farmers.
