During the discussions on the bill regarding stray animals in the TBMM Agriculture, Forestry and Rural Affairs Committee, the phrase “euthanasia” in Article 5 was removed from the text upon the proposal of the AK Party Group.
The discussions on the Bill of Law on Amendments to the Animal Protection Law were discussed in the TBMM Agriculture, Forestry and Rural Affairs Committee. With the amendment proposal submitted by the AK Party during the discussions, the phrase “euthanasia” in Article 5 of the bill of law was removed from the text. The following phrases were added before the first paragraph of Article 13 of the bill of law: ‘The measures specified in Article 9, paragraph 3 of the Veterinary Services, Plant Health, Food and Feed Law shall be applied to dogs taken to shelters that pose a danger to the life and health of humans and animals, whose negative behaviors cannot be controlled, that have a contagious or incurable disease, or that are prohibited from being owned.’ The law referred to is as follows:
“Euthanasia of animals is prohibited. However, in cases of diseases that cause pain and suffering to animals or that do not improve, in cases where there is a risk to human health for the purpose of preventing or eradicating an acute contagious animal disease or in cases where behaviors pose a danger to the life and health of humans and animals and negative behaviors cannot be controlled, a veterinarian may decide to perform euthanasia. Euthanasia is performed by a veterinarian or under the supervision of a veterinarian.”
