The PSD and CDS-PP proposal that ensures that revenues allocated to INEM cannot be used for any purpose other than the expenditure of this institute was unanimously approved this Tuesday in parliament.
“The management balances of the National Institute of Medical Emergency, IP (INEM), in the part in which they result from own revenues from premiums or contributions (…), are carried over to the following year’s budget, being allocated to expenses of INEM”, says the text of the initiative of the parties that make up the AD coalition approved during this second day of voting in the specialty of the State Budget for 2025 (OE2025).
With this measure, the PSD and CDS-PP intend to prevent the transfer of INEM’s own funds for purposes other than medical emergencies, which, they mention in the explanatory memorandum, has happened in recent years.
On this second day of voting in the specialty of OE2025, the AD coalition saw that another proposal within the scope of health promotion and disease prevention was made viable, only with BE’s abstention.
“Health promotion and disease prevention policies must include the definition and execution of plans, programs and campaigns for information, literacy, awareness and health education, with an emphasis on the prevention of chronic diseases”, says the measure that recommends that the Financing allocated to the area of health promotion and disease prevention “must be duly clarified by the Ministry of Health in the budget of the National Health Service and be based on objective and quantifiable criteria”.
