At the ISP RAS Open Conference 2024, the security of Russian software and artificial intelligence technologies was discussed

1500 participants were gathered by the Open Conference of the ISP RAS in the Moscow cluster “Lomonosov” on December 11-12, 2024; another 500 people took part online. The organizers were ISP RAS, RAS, National Technology Center for Digital Cryptography, Academy of Cryptography of the Russian Federation, FPI, as well as the international associations IEEE and IEEE Computer Society. This year, 130 reports and more than 50 exhibition stands of the institute and partner companies were presented at the conference.

«Traditionally, at this conference we sum up the results of the year: together with our partners, we talk about the results of joint work, achievements and development trends. In particular, this year we formed a consortium with the Kurchatov Institute and the Joint Institute for Nuclear Research to provide IT support for megascience class research infrastructure; a consortium with the Scientific and Technical Center of the Central Committee and the Academy of Cryptography for research into the security of artificial intelligence technologies; became the Competence Center of Rosfinmonitoring, ‒ said the director of the ISP RAS, academician of the RAS Harutyun Avetisyan. ‒ Our expertise in systems programming is in demand in a variety of fields. We are proud that we have become a technological competence center for many companies and organizations, and our conference is a communication platform for scientific and industrial communities.”

This year the conference was timed to coincide with the 30th anniversary of the ISP RAS and the 300th anniversary of the RAS. At the beginning of the plenary session, Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko addressed the participants with a video greeting.

“Today the Russian Academy of Sciences unites hundreds of leading scientists who ensure the technological leadership of our country. This is a national goal set by our President. The Institute of System Programming is a key link in the Academy system. There is a research center in the field of artificial intelligence here. A team of experts creates trusted artificial intelligence technologies that are already successfully scaling. There are 12 such specialized centers in Russia, they have developed about 70 unique solutions“- emphasized Dmitry Chernyshenko.

President of the Russian Academy of Sciences Gennady Krasnikov, Vice President of the Russian Academy of Sciences Vladislav Panchenko, Minister of Foreign Affairs of the Russian Federation Sergei Lavrov, Deputy Chairman of the Federation Council Yuri Vorobyov and others sent their greetings.

The main topics of the plenary session were the development and implementation of artificial intelligence (AI) technologies, as well as secure software development tools. The moderator was Harutyun Avetisyan, director of the Institute of Social Sciences of the Russian Academy of Sciences, and the participants were representatives of the leadership of ministries, departments, other organizations and large companies.

Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation, President of the Academy of Cryptography Alexander Shoitov emphasized that the institute is actively cooperating with the Ministry of Digital Development, including within the framework of the consortium for research safety of AI technologies. It currently includes twelve organizations, and sixteen more are expected to join in January. The head of the 2nd department of the FSTEC of Russia, Dmitry Shevtsov, said that the department supports the activities of the consortium on research security of AI technologies, and also spoke about the department’s work to ensure software security.

“We have been developing the direction of developing secure software for eight years now, creating a system of national standards. Since June of this year, we have begun certifying secure development processes. To date, two companies have already confirmed their competence on this issue. All these actions allow us to ensure the security of technological solutions through code security – without this it is impossible to ensure trust in technology,” – said Dmitry Shevtsov.

Vice President of Transneft PJSC Andrey Badalov said that the company is already using a number of developments from the Institute of SP RAS, and also spoke about the implementation of AI in general.

«We take a very balanced approach to the choice of implemented technologies, since ensuring the continuity and safety of production activities is our main priority. The company has created a Department for the Development of AI and System Architecture; We have already moved to the phase of industrial implementation of relevant technologies. Large language models, neural networks to optimize calculations, and spatial data processing technologies are used. The production pipeline for considering initiatives using AI technologies is being sharpened, the technological platform for the development, application and monitoring of the work of AI models is being finalized“,” noted Andrey Badalov.

“In the technological independence of critical information infrastructure, issues of trust require mandatory scientific support, including in the field of artificial intelligence. Today, AI is finding applications in a variety of fields, including voice modeling and video analysis. We see the main prospects for using this technology in mathematical modeling, as well as in the explosive growth in labor productivity of technologists, designers and constructors,” ‒ said Evgeniy Abakumov, director of information infrastructure at the Rosatom state corporation. He also emphasized the importance of voluntary certification of processes and products and said that in 2024 Rosatom registered the corresponding KII-CERT system.

“At the moment, almost 41% of companies in the Russian fuel and energy complex (FEC) are already using AI; 18% plan to implement it by 2026. In the ranking of the Government Analytical Center, the fuel and energy sector ranks third in terms of AI implementation among fourteen industries. The main challenges now are testing AI in a technologically continuous industry (special test sites are already being created), high-quality data processing, as well as issues of responsibility for its decisions. I would also like to note that we support the idea of ​​voluntary certification. This will improve the quality and level of safety,” – emphasized Deputy Minister of Energy of the Russian Federation Eduard Sheremetsev.

“One of the most difficult tasks in import substitution is the development of the ecosystem. In Russia there are large manufacturers of information security tools. But in the West, for example, similar companies are complementary, but we don’t see this here! Another issue is performance. We test technologies in company laboratories – the results are good. As soon as we install and adapt it ourselves, the performance is not the same. And here, too, solutions are needed. Placing all the blame on manufacturers is wrong. It is necessary to work in cooperation, this is the only way to solve problems,” – said Dmitry Miklukho, senior vice president, director of the information security department of PSB.

The importance of creating an ecosystem was also emphasized by the General Director of the National Medical Research Center. V.A. Almazova Evgeniy Shlyakhto.

“We all need unified centralized biobanking systems, analytical services, standardization of data formats, a single outline of documents and image storage. All this requires information technology. And here the productivity plateau has already been reached. It is impossible to move further without a systematic approach. We need integrators who will give us platform solutions. Together we can create an ecosystem that will generate medical products and much more,” ‒ emphasized Evgeny Shlyakhto.

“We have been moving towards using AI in our activities for a long time. Now we are already using certain developments to identify persons engaged in illegal activities. But here the questions arise: how much can all this be scaled? And how much can analysts trust the AI’s findings? These problems must be solved in a comprehensive manner: both by increasing the digital competencies of employees and by developing models for different subject areas. This is exactly what we plan to do – in collaboration with the institute,” – said Deputy Director of Rosfinmonitoring Anton Lisitsyn.

This year the conference was supported by more than 20 partners – companies and universities. A round table on teaching system programming in universities has appeared. The new section “Database Management Systems” attracted a lot of attention, as well as the section “Secure Software Development: Quality, Trust, Community”, where RBPO issues in fintech and the electric power industry were discussed for the first time. For the first time, awards were given to employees of companies who made the most significant contribution to the work of the System Software Security Research Center. They received certificates from the FSTEC of Russia and awards from the Center.

Several agreements were signed at the conference, including between the Scientific and Technical Center of the Central Committee and the Association of Computer and Information Technology Enterprises – on cooperation in a consortium of research on the safety of AI technologies, as well as between the ISP RAS and the All-Russian Research Institute of Phytopathology.
