According to the provisions of the American cease-fire proposal, the Israeli army is supposed to withdraw from the southern part of Lebanon, and Hezbollah members to the north of the Litani River. following United Nations Security Council Resolution 1701, which ended hostilities between the two sides in 2006. The control of the area was then to be taken over by the Lebanese National Army within sixty days.

The deal is also said to include the creation of a US-led committee to oversee its implementation and assurances from official Washington that Israel can continue to act against immediate threats if the Lebanese army does not.
