On the 8th, the Muan Police Station in Jeollanam-do announced that it had booked Mr. A (69) on charges of special assault and was investigating.

According to the police, the previous day, Mr. A assaulted Mr. B, a neighbor in his early 40s, to the point of breaking his leg in a residential area in Samhyang-eup, Muan-gun, Jeollanam-do. He was arrested as a red-handed criminal by police officers who were dispatched after receiving a report.

Mr. A, a retired police officer, stated that he did this out of anger during an argument over the excrement of Mr. B’s dog, which was left unattended throughout the village.

The police plan to secure the statement of Mr. B, who was hospitalized, to determine the exact circumstances of the incident.

A dog owner in his 40s who committed assault was sentenced to a fine after receiving complaints about walking his dog without a leash.

According to the legal community, Judge Park So-jeong of the Seoul Central District Court’s Criminal Division 2 recently sentenced Mr. A (45), who was indicted on assault charges, to a fine of 3 million won.

Last December, Mr. A was walking his dog at Hangang Park in Gangnam-gu, Seoul when he encountered another dog owner, Mr. B, who is in his 20s. When Mr. A’s dog almost got into a fight with Mr. B’s dog because it was running around without a leash, Mr. B asked, “Please put a leash on it.” However, when Mr. A ignored it, Mr. B started filming the situation on video using his smartphone. Mr. A could not overcome his anger and grabbed Mr. B by the collar and pushed him away.

Additionally, a man in his 50s was found guilty of assaulting the dog’s owner, claiming he had kicked his dog after it bit the neck while it was being walked.

In April last year, Mr. A’s dog, Golden Retriever, lunged at Mr. B and Mr. C’s Shih Tzu, who were walking, bit their necks and dragged them away. Mr. B, who witnessed this scene, kicked the retriever to get the dog away.

Then, Mr. A, who was angry that he had kicked his dog, assaulted Mr. B by pushing him in the chest several times.

Meanwhile, the Animal Protection Act stipulates that when dog owners go out with their dogs, they must wear a leash or harness no longer than 2 meters long. If a person violates safety precautions and causes bodily harm, he or she will be subject to imprisonment for up to 2 years or a fine of up to 20 million won. In the event of a fatal accident, the dog owner is subject to imprisonment of up to 3 years or a fine of up to 30 million won.
