The efforts and hard work of the Ministry of Agriculture, Forestry and Water Management, which is still ongoing in 2024, have borne fruit. Plans for the next season are already being put into practice, and here we present a cross-section of all investments by the Ministry and where all agricultural producers can expect incentives, subsidies, funds and assistance.
For agriculture in Serbia, the budget for 2025 records a record 138.52 billion dinars, which represents 7.5% of the total revenues of the state budget. These funds indicate increased support for the agricultural sector, with a growth of 259% compared to 2012. In addition, 11 billion dinars are earmarked for the refraction of excise duties on fuel.
Key support measures of the Ministry of Agriculture
The budget includes 111.4 billion dinars for incentives in agriculture and rural development. The main focus is on direct payments to stabilize production and markets, while providing support for inputs and fuel. Of the total funds for incentives, 95.9 billion dinars are intended for direct payments, 5.8 billion for rural development, and 1 billion dinars for market regulation.
Support for crop and livestock production
It is planned to pay subsidies for certified seeds in the amount of 17,000 dinars per hectare for plant production, which should encourage the use of quality seeds and increase yields. In animal husbandry, the payment of subsidies continues with an increase in incentives for quality cows from 40,000 to 55,000 dinars per head.
IPARD and credit support
Within the IPARD program, 6.357 billion dinars have been provided for national co-financing, and the IPARD III Public Calls Plan will include three accredited measures: investment in physical property, processing of agricultural products, as well as diversification of farms through the development of tourism and rural services. With the cooperation of the Poštanska štedionica Bank and the Ministry, they will provide favorable loans for producers.
Continuation of the incentive program in 2024
During 2024, over 20 public calls were launched, including support for direct payments, rural development measures and market support. Payments are expected to continue, including an additional 100,000 dinars for first-calf cows and 10,000 dinars for incentives per hectare of plant production.
By default, the Ministry of Agriculture shows a clearly defined, strategic approach in supporting Serbian agriculture. Funds continue to be directed towards increasing competitiveness, efficiency and sustainability. The new measures, aligned with the needs of farmers, foresters, fruit growers, vegetable growers, livestock keepers, beekeepers and other producers, represent the basis for the development of Serbian agriculture in the coming year. “Bolja zemlja” therefore continues as standard to actively inform farmers, both followers of our portal and viewers of our show, about all activities in which the Ministry of Agriculture is involved.
