Castro Almeida: Government moves forward with reprogramming of the PRR in 2025 – Community funds

The Government will move forward in 2025 with a reprogramming of the Recovery and Resilience Plan (RRP), so that delayed projects that can no longer be completed within the expected timeframes result in losses of European funding.

The announcement was made by the Deputy Minister for Cohesion, Manuel Castro Almeida, in an interview with Negócios and Antena 1, on the Conversa Capital program.

Admitting that there is “serious delays” in the PRRthe minister responsible for European funds said that the goal now is to speed up the implementation of the program. To do this, there are two goals: the first is to reach the end of this year with an execution of 40% and 100% by the end of 2026, as planned.

When December 2026 comes, at the end of the RRP, there will not be a single euro of RRP subsidies left to be implemented.“, he said. Regarding the loans component, he admitted that it is necessary to replace projects.

“Sand when we come to the conclusion that There is a certain investment that cannot be executed within the deadline, we have to reprogram the PRR, withdraw this investment and put in another equivalent one“, stated Castro Almeida.

In cause There are more delayed projects, such as the Lisbon Hospitalwhich can leave the PRR to make room for other projects, thus being financed by national funds. “The idea is not that a work then becomes half-baked. It does not mean to stop doing work”assured the minister.

“It is agreed that within some time we will present a reprogramming, the European Commission is aware of this“, it ended.
