Civil Protection maintains the alert of the INUNCAT Plan and recommends continuing to take extreme precautions

Civil Protection of the Generalitat maintains the alert of the INUNCAT Plan and recommends taking extreme precautions, as well as limiting mobility and outdoor activities in those areas affected by the warnings of intense rain and accumulation by the Meteorological Service of Catalonia (SMC ).

The SMC reports that intense rain is expected throughout the coast and pre-coastal areas as well as in the southern half of Catalonia until the evening. This intensity can exceed 40 l/m2 in 30 minutes. The downpours may be accompanied locally by storms and possible violent weather phenomena. From the night the territorial impact will be limited to the southern third.

During the day today and tomorrow there is a possibility of rain accumulation exceeding 100 l/m2 in 24 hours in the southern half of Catalonia. The Catalan Water Agency (ACA) and the Hydrographic Confederation of the Ebro (CHE) are monitoring the monitoring of the basins in which they are competent and a hydrological risk warning has been issued due to adverse weather conditions due to flooding of the Francolí river in the High Field.

The Fire Department of the Generalitat has received, from 20:00 yesterday until 12:00 noon, 607 flood warnings. In the early hours, the alerts were concentrated in Camp de Tarragona, in the municipalities along the axis of the Francolí River to the Conca de Barberà. The river bed has overflowed at some point and has flooded streets and alleys, especially in Tarragona, in the La Móra housing estate. At this point they have assisted some people who were sheltering in high places.

From 09:00 a.m., with the evolution of the storm core from south to north, simultaneous flood warnings were recorded in the central coastal area, especially in the Baix Llobregat, in the municipalities of Castelldefels and Gavà where a large number of notices have been registered due to accumulations of water, including the C-32 and C-31 with some vehicles trapped.

The Mossos d’Esquadra maintain a total of 33 roadblocks in the regions where traffic has been restricted since midnight with the aim of preventing the circulation of vehicles. Although it is no longer raining in these counties, the risk is related to the accumulation of water in recent days that can cause flooding, and therefore the cuts will remain until midday, when the situation will be reassessed.

At the same time, agents are working in the areas of Baix Llobregat where floods have occurred this morning. They have also made diversions on the Baix Llobregat road network due to the rains and have been deployed at El Prat airport where the rains have also affected the installation.

At the Central Complex of the Mossos d’Esquadra, a Coordination Center has been installed since midnight from where the highest commands are managing all incidents and maintain direct contact with the Regional Rooms to act in case of emergency and deploy police forces to deal with it.

At present, the Citizen Security Units of the affected Regions, the Regional Traffic Areas, the Regional Operational Resources Areas and the Mobile Brigade Area have been activated.

The Catalan Traffic Service (SCT) reports that mobility restrictions remain in place in the regions of Alt Camp, Baix Camp, Baix Ebre, Baix Penedès, Montsià, Priorat, Ribera d’Ebre, Tarragonès and Terra Alta. These restrictions are occurring mainly on the AP-7 Altafulla, southbound, where traffic is diverted via exit 32 and 5 km of delays are recorded from Roda de Berà; on the AP-7 in Aldea, in the north direction where there are also 4-5 km of delays from Amposta, and on the AP-2 in Montblanc, in the direction of Tarragona.

In addition, eight roads affected by the heavy rainfall remain closed. Due to flooding, the C-32 between Castelldefels and Sant Boi de Llobregat, the C-31B in Salou, the TV-3454 in Deltebre and the Camí de Can Prunera in Vallirana are closed. On the other hand, on the C-17 there is a lane cut in Montcada and Reixac, in the direction of Vic. Due to collapses, the A-27 in Valls is closed (alternative for the N-240); and due to landslides, the C-233 in Flix is closed and the T-723 in Batea is circulated through an alternative route.

Until yesterday, the Corps of Rural Agents has carried out more than 175 inspections as part of the device organized following the current episode of rain and the activation of the INUNCAT alert. Work is being done intensively in all the affected counties on the surveillance, control and signaling of impassable passages that cross rivers, creeks and ravines. As well as flood-prone areas on the coastline, especially in the Ebro Delta area, and rivers that have seen their flows rise. Rainfall that can affect slopes, rural roads, frequented and inhabited areas and also landslides is monitored. The device will remain as long as the INUNCAT Plan alert is activated.

From 00:00 to 10:45 today, the Medical Emergency System of Catalonia (SEM) managed a total of 89 alerts in the regions where mobility was restricted due to the activation of the Special Flood Emergency Plan of Catalonia (INUNCAT). In the health care provided, the people treated have not been seriously ill.
