It has been reported that North Korea began flood recovery work in North Pyongan Province, Jagang Province, and Yanggang Province from August to December last year, and counted the number of people who died during the work, urging attention to frequent casualties during the construction process.

A Daily NK Yanggang Province source said, “In the directive issued to the Provincial People’s Committee earlier this month, the Cabinet mentioned a series of issues regarding eliminating casualties in flood damage recovery, and counted the number of residents who died during flood damage recovery work last year. “It was revealed on the 17th.”

The Cabinet’s directive states that party members, Jikmaeng (General Confederation of Korean Trade Union) members, Women’s Alliance (Korean Socialist Women’s Alliance) members, and Youth Alliance (Socialist Patriotic Youth Alliance) members nationwide will be involved in the flood recovery work in three provinces, including North Pyongan Province, Jagang Province, and Yanggang Province. It was reported that many people, including shock troops from institutions and enterprises, were mobilized, and that there were many deaths during the work.

According to data compiled by the Cabinet, about 50 people in North Pyongan Province, 30 in Jagang Province, and 20 in Ryanggang Province died in unexpected accidents while working. However, the source said, “Although more people died, the number does not include the deaths of soldiers mobilized for the recovery project.”

The Cabinet explained that the cause of their death was ‘self-carelessness’ and noted that for this reason no national compensation was provided, and that the death was concluded with a funeral held by each unit.

The source said, “The Cabinet stated this in the directive and presented internal punishment rules to each People’s Committee to prevent casualties in the construction of homes, local factories, and rural cultural homes to be completed this year to restore damage from last year’s floods.”

If residents who went out to work on a target construction project in each unit die in an accident while working on site, the level of punishment for the administrative officer in each unit is specified in detail according to the number of deaths. If 1 to 2 people die, a stern warning is issued, and 3 If about 4 people die, they will be punished with unpaid labor, and if more than 5 people die, they will be punished with re-education through labor, and in severe cases, punishment such as demotion, dismissal, or dismissal.

The source said, “Every year, more and more accidents occur in construction projects across the country and the number of deaths is not decreasing, so we emphasized that this (punishment) is the best way to minimize casualties.”
