In Latvia, a deinstitutionalization (DI) project was completed, under which the state fully funded several essential services for persons with mental disorders (PDM), including day care center services and specialized workshops. The Daugavpils municipality, understanding the importance of these services, found an opportunity to continue providing them after the end of the project, compensating for the costs, according to the City Duma portal.
In order to ensure continuous, high-quality and complete provision of social rehabilitation services to residents of Daugavpils, persons with RDH, who have the status of low-income or low-income, the self-government fully compensates for the services of the Day Center (Architektu St., 21) and the services of the day center of the Priedīte Multifunctional Social Services Center (ul. Turaidas, 36).
For persons with DHH who do not have low-income or low-income status, the additional payment will be 5 euros per day, the difference will be compensated by the municipality in the following amount:

for servicing clients of the Day Center (Architektu str., 21) – 17.79 euros per day (service cost 22.79 euros per day).

for clients of the day center of the Multifunctional Social Services Center Priedīte (Turaidas St. 36) – 49 euros per day (service cost 54 euros per day).
Day centers provide:
– supervision and individual support;
– assistance with self-care as needed;
– opportunities for social care, social rehabilitation and free time;
– consultations with a social work specialist if necessary;
– opportunities to participate in skills development lessons and group activities;
– the possibility of organizing exhibitions of handicrafts;
– classes to develop skills in the field of art and amateur performances;
– opportunities to attend cultural and sporting events;
– the ability to bring food with you and organize meals;
– physical activity and relaxation activities;
– support in solving social problems as needed;
– transport services.
Changes in the price list of paid services, approved by deputies of the Daugavpils municipality on September 26, will come into force on November 1.
