To register a second-hand vehicle brought from abroad in Romania, you must obtain a Vehicle Identity Card. This is issued only by the Romanian Car Registry (RAR) and only after a thorough check. Here are the documents required at RAR in 2024 for car registration and what checks are carried out.
Putting a new car on the road is generally done by the car dealer that sells the cars in question.
If, however, the car is imported, then, in most cases, the buyer must take care of obtaining the CIV and even the homologation.
Thus, the first way to register is at the Romanian Car Registry (RAR).
What documents are required at RAR for registration?
For the registration of a second-hand motor vehicle, which is or has been registered in another EU member state and has Community homologation, the following documents are required:
- Owner’s identity card;
- Request for verification;
- EU registration document;
- Certificate of Conformity (CoC) issued by the vehicle manufacturer;
- The document attesting the right of ownership (sale-purchase contract, invoice, etc.)
To transcribe the Periodic Technical Inspection, if applicable, it is necessary to present the original ITP certificate.
Likewise, for used vehicles originating from EU member states, intra-Community purchase documents can also be presented in copy, provided they are legible.
Documents required for the RAR check of a vehicle from outside the EU
Vehicles that have not been registered in the EU and are being registered for the first time in Romania must comply with all the technical regulations imposed in the European Union.
In addition, vehicle approval will be required.
The necessary documents to obtain approval from RAR are:
- The identity card of the applicant;
- Application for the verification (to be filled out in holography by the applicant and signed in the presence of the RAR employee who performs the verification);
- The document certifying the importer, in the case of new vehicles;
- Importer’s identity document, in the case of new vehicles;
- Declaration of conformity of the authorized body shop (if applicable)
What is checked at RAR in 2024
During the RAR inspection in order to register a vehicle, the following is done:
- document verification:
- the presenter’s identity documents, registration application and purchase documents are checked;
- technical condition check:
- the vehicle must undergo a periodic technical inspection (ITP), if it does not already have a valid one;
- vehicle history check:
- it can be checked if the vehicle has been involved in accidents or if it has tax debts;
- compliance check:
- ensures that the vehicle complies with pollution and safety regulations.
All these checks are mandatory to ensure the legality and safety of the vehicle on public roads.
The duration of the verification may vary, but generally the verification process at RAR is completed on the same day. It depends, however, on the number of scheduled vehicles and the complexity of the necessary checks.
How much does RAR verification cost?
The cost of carrying out the verification at RAR is:
- 739.9 lei – for EU cars and vans weighing less than 3.5 tons;
- 1,094.4 lei – for cars from the European Union, weighing more than 3.5 tons;
- 1,643.3 lei – for cars from outside the European Union, weighing more than 3.5 tons.
At the end of the checks, after the tax is paid and it is found that all the documents and the technical condition of the car are appropriate, the Romanian Auto Registry will issue the Vehicle Identity Card (CIV).
Based on it, the car registration procedures can then be continued.
Documents required for car registration
In the case of cars already registered in Romania, it is not necessary to present them to RAR, because the vehicle already has a valid CIV.
So, in order to register a car, the following documents must be submitted to the DGPCI:
- application for registration;
- proof of registration at the Tax Office;
- vehicle identity card (original and copy);
- the document certifying the right of ownership (contract, inheritance, donation, etc.);
- the identity document of the applicant (original and copy);
- proof of carrying out the periodic technical inspection (except for new vehicles);
- copy after RCA insurance;
- proof of payment of the value of the registration certificate;
- proof of payment of the price of the plates with the registration number;
- the certificate of authenticity of the vehicle (except for new vehicles, motor vehicles intended for sports competitions and historic vehicles);
- registration documents issued by foreign authorities and plates with the registration number (if the car is registered in another EU state);
In the case of cars bought outside the EU, in addition to the documents from the list above, the person who wants to register the car must also present proof of customs formalities.
If you use the car in a leasing system, you must present the extract from the leasing contract containing the parties, the object, but also the duration of the contract, the identification data of the vehicle and the signatures of the parties (copy and original).
How much does it cost to register a car?
The fee for issuing the registration certificate is 49 lei.
Then the license plate fee must be paid. This differs depending on the type of pads:
- 20 lei/plate – in the case of type A (11 cm x 52 cm);
- 23 lei/plate – in the case of type B (20 cm x 34 cm);
- 17 lei/plate – in the case of type C (13 cm x 24 cm);
- for those who want a preferential number, the cost is 85 lei for both plates.
So, the registration of a car requires both the presentation of some documents and the payment of some taxes. If the vehicle was already registered in Romania, then the registration costs are under 200 lei. In the case of cars brought from abroad, registration will cost from approximately 800 lei upwards.
