Authorities have not given an exact figure for the number of people killed. The Palestinian Civil Emergency Service said about 70 people lived in the targeted building.
The press office of the Hamas-run Gaza government put the death toll at 72. The building housed members of at least six families, doctors and residents said.
The Israeli army last month sent tanks into Beit Lahiya, towns near Beit Hanoun and Jabalia, the largest of eight refugee camps in the Gaza Strip.
