FRF, rules of conduct for spectators at the Romania-Kosovo match: Chanting with xenophobic, racist, nationalist content is prohibited
Spectators at the Romania-Kosovo match in the League of Nations, scheduled for Friday at the National Arena, must follow a series of rules, announced the Romanian Football Federation.
The FRF announced the rules of conduct for supporters and says that, in accordance with the legal provisions, the organizer of sports games establishes the rules of conduct in the stadium.
Violation of the rules can lead to the evacuation of the violator from inside the stadium, can trigger the implementation of the ban on access to sports arenas in Romania and can attract, as the case may be, civil, disciplinary, contraventional or criminal liability.
Here are the spectators’ obligations:
– to strictly respect the measures established by the organizers and the law enforcement.
– to present, upon entering the arena, the access documents; at the request of law enforcement/stewards, they are obliged to present the visual advertising materials found on them.
– not to introduce any kind of inscriptions, emblems, placards, banners, posters or other supports containing texts, letters, symbols, slogans, images or texts into the arena premises;
-only the flags of the four finalists/clubs, the national flag of Romania, flown on a flexible plastic material support, with a maximum length of 1 m and a maximum diameter of 1 cm, and identity banners of the factions are allowed.
– the dimensions of the banners or flags must not be larger than 2m X 1.5m; all banners or flags larger than 2m X 1.5m can be allowed exclusively following a written request from the club galleries and confirmed by the organizer after the Cooperation Meeting (from 11.11.2024).
– not to insert or display signs, not to chant slogans of a political nature.
– to submit to the summary physical control; the refusal to be controlled entails the prohibition to enter the stadium for the respective match.
-spectators are not allowed access to the arena with bags/luggage larger than A4 format (210mm X 297mm X 210 mm).
– not to enter the stadium premises under the influence of drugs and psychotropic substances, in an obvious state of intoxication, not to introduce or consume alcoholic beverages in the stadium;
– to occupy the seat indicated on the ticket.
– not to smoke in the stands; the ban also applies to people who use electronic cigarettes. Smoking is allowed only in the specially arranged places in the commercial/kiosk areas of the two stands and the two lawns.
– not to throw objects of any kind or corrosive or polluting substances at the spectators, officials, players, law enforcement or in the direction of the playing surface.
– not to commit obscene deeds, acts or gestures, not to utter or chant insults, offensive or vulgar words or expressions, as well as other threats of acts of violence against other spectators, officials, players or their property; not to chant insulting or defamatory refrains.
– not to threaten law enforcement with acts of violence.
– not to possess fireworks, firecrackers or other pyrotechnic materials that emit fire, smoke or gas.
– not to introduce any kind of container for liquids, made of plastic, glass or similar materials (bottles, boxes, pet bottles, sprays, perfumes, etc.).
– not to provoke or participate in scandal or acts of violence causing physical suffering, not to shout insults, insulting or vulgar expressions towards other spectators, officials or players.
– not to be involved in any kind of racial, ethnic or religious discrimination, not to promote in any way persons guilty of crimes against peace and humanity or adherents of fascist ideology.
-not to use laser devices.
– not to hide his face with clothing or other accessories with the intention of preventing identification.
– not to write, not to draw on the walls or fences of the stadium, not to peel off, not to destroy the advertisements, announcements or displayed posters, not to damage, not to lift or not to move the signs or indicators placed by the organizer.
– not to destroy or degrade the seats, railings or other furniture elements, not to destroy or degrade the seats.
– not to have on them objects that could be thrown into the field of play (pencils, balls, etc.) nor objects of considerable size that could be used as projectiles.
– not to park on the stairs, on the access roads or next to the escape routes.
– to leave the stadium immediately in the event of an evacuation measure imposed by law enforcement.
In addition, the following are prohibited in the National Arena:
– T-shirts or other items of clothing inscribed with letters, words, texts, symbols or images which – in the opinion of the organizer – have obscene, discriminatory or provocative content, which incites the denigration of the country, xenophobia, national, racial, class hatred or religious, to discrimination of any kind and to violence, or the connotations of which lead to the same prohibited acts as listed in the text above.
-weapons, ammunition, torches, explosive, incendiary or fumigant materials.
– electric shock devices.
– any kind of container with toxic gases, tear gas, hallucinogens, or incendiary substances.
-knives, skewers or other objects specially made to cut or injure.
-professional cameras and/or professional video cameras.
– the shadows.
– vuvuzela.
-drums with both sides closed; only single sided drums are allowed.
-speakers and amplifier stations.
– pets.
The FRF draws attention to the fact that chants with xenophobic, racist, nationalist, political content or that incite discrimination of any kind are prohibited in the stadium.
FRF also appeals to ticket holders to come to the stadium in time to avoid traffic jams and thus participate in streamlining access to the arena, in the area of the turnstiles.
The stadium gates will open at 18.45 for both games. Recommended arrival times at the stadium:
• 18.45h – 19.15h – ticket holders at ring 1, in any stand of the stadium.
• 19.15h – 19.45h – ticket holders in the 2nd ring, in any stand of the stadium.
• 19.45h – 20.45h – ticket holders at ring 3, in any stadium tribune.
• 20.00 – 21.15h – VIP and LODGE ticket holders.
For the promotional activities dedicated to the spectators, which will take place inside the National Arena Complex, in the Fans’ Arena, its gates will open starting at 18.45. Supporters’ access to the Complex courtyard will be based on the match ticket.
