The CSDD states that on January 1, amendments to the Road Traffic Law will come into force, which provide for the immediate sending of information to the vehicle owner, if it has been determined by technical means that a vehicle that has not undergone a technical inspection within the specified period or has not purchased a vehicle is possibly being used in road traffic compulsory civil insurance (OCTA).
The purpose of the notification is to prevent repeated road traffic violations as soon as possible by continuing to use a vehicle that does not have a valid MOT or OCTA policy.
CSDD states that the wider availability of such information will reduce the number of cases when drivers are repeatedly fined for road traffic violations related to the validity of the technical inspection or the absence of OCTA, which were successively fixed by technical means in a short period of time.
CSDD will send the violation notice to the registered e-mail address provided by the vehicle owner to e-CSDD. If the owner has not specified an e-mail address in e-CSDD, then the information message will not be sent.
The informative notice on the fixed violation in road traffic will include the fixed violation, for example, the vehicle has not undergone a state technical inspection within the specified period and/or the vehicle has not undergone the owner’s OCTA, the location of the recording, the date and time of the recording, the make and registration number of the vehicle.
Also, the information notice will remind that according to the requirements of the Road Traffic Law, the owner, possessor or keeper of the vehicle is obliged to take all necessary measures so that vehicles that are not authorized to participate in road traffic or that are prohibited from participating in road traffic are not used in road traffic.
LETA already reported that in February of this year, the Saeima supported amendments to the Road Traffic Law, which provide for harsher penalties for road traffic violations. Among them, it was determined that if the violation is recorded by a technical means without stopping the vehicle, the information about it will be immediately sent electronically to the owner of the vehicle.
It has already been reported that CSDD’s turnover last year was 60.023 million euros, which is 13.8% more than the year before, but the directorate’s profit decreased by 39.8% – to 3.953 million euros.
CSDD is a state joint-stock company. The Directorate registers vehicles in Latvia, issues driver’s licenses, carries out technical inspections of cars and provides other services. The directorate’s share holder is the Ministry of Transport.
