Bence Rétvári wrote that the government submitted for social consultation the draft legislation on objects that cannot be brought into schools or that can be brought into schools with limited restrictions. According to the proposal, from September it will be forbidden to bring into school objects that are dangerous to public safety, that are prohibited by the Penal Code or the violation legislation, and that cannot be sold to under-18s. Mobile phones and other smart devices will not be prohibited, but their use will be restricted. The school must ensure compliance with the law, the teacher will therefore be entitled to check compliance with the law, he wrote.
He drew attention to the fact that the school stabbing incident in Bőnyi also showed the need to create legislation that would help prevent similar tragedies. As of September, the draft legislation authorizes teachers to check whether the student has brought a device that is dangerous to the public. This new provision is for the safety of students and teachers. Children must be safe at school, the state secretary stated in the post.
Bence Rétvári added that an increasing number of domestic and international research supports the fact that unrestricted school cell phone use clearly has a bad effect on students’ attention, concentration, and performance at school. They can pay less attention to the teacher and the course material in class if they have their mobile phone with them or it’s lying in their bag.
He reminded her that in the past the government conducted a digital consultation. In this, the majority of teachers and principals considered it necessary to regulate the use of cell phones at school, because cell phones distract students. It can be said that it often makes the teaching work of teachers more difficult if students’ attention is distracted by applications running on mobile phones.
