Government extends ISP refund for passenger transport until October – Taxes

The Government has decided extend by a further three months, until October 31, the deadline for public passenger transport companies to report fuel supplies carried out in the first nine months of 2024, with a view to reimbursing the ISP, according to a new ordinance published this Tuesday in the Official Gazette.

The partial refund scheme for fuel taxes for goods companies, called “professional diesel” mechanism was introduced in 2016.

Already in 2023, the scope of the “professional diesel” mechanism has been extended to also cover public passenger transport, a transitional regime for the partial refund of fuel taxes for this class of transport was approved. According to this regime, it was expected that communications relating to supplies made in the first half of 2024 would be made by 31 July.

However, the ordinance states that “due to constraints beyond their control, some operators are unable to report supplies made”.

“It is noted that a large number of economic operators are still unable to report these supplies, as they are awaiting delivery and installation of the equipment purchased for the purposes of recording, monitoring and reporting supplies”, he further explains. The law provides for the right to a partial refund of fuel taxes for supplies made since 1 January 2024.

This way, the Government has decided that “the deadline for communications regarding supplies made in the first half of 2024 is extended until October 31, 2024” and that communications relating to supplies made in the months of July, August and September 2024 may also be made up until that date.
