According to Daily NK’s Yanggang Province source, early last month, a trading company under the Trade Management Department of Hyesan City People’s Committee smuggled three excavators called ‘Kato’ into North Korea without prior notification or permission.
Hyesan City Security Department had an informant within this trading company and found out that the excavators had been smuggled in. As a result, they immediately conducted an inspection against the trading company and confiscated three excavators.
The trading company continued to lobby a high-ranking official of the city’s security department to retrieve the confiscated excavator, but he reportedly had no intention of returning the excavator.
The trading company then mobilized all of its connections and reported the incident to the Ministry of State Security, and as a result, the Ministry of State Security’s inspection of the Hyesan City Security Department began in the middle of this month.

The trading company reported the case to the Ministry of State Security and claimed, “Excavators are construction equipment desperately needed for power generation and construction in Ryanggang Province, and the construction equipment brought in for national development was used for the personal benefit of city Security Department officials.”
Currently, the Ministry of National Security is taking issue with the fact that the city security department used informants planted to hunt down spies and political and ideological impure people for personal purposes, and that city security department officials robbed state property for personal profit, and is carrying out a large-scale investigation. In the actual inspection, it was revealed that a high-ranking official of the city’s security department had been confiscating three excavators and had been making money personally by renting the equipment to a construction site.
