Pension revaluation for 850,000 retirees

Around 850,000 retirees will see their pension increased from October 2024. Eligible retirees must meet several conditions, in particular having contributed at least 120 quarters and benefiting from a pension calculated at the full rate. In addition, the total of their pensions (basic and supplementary pension) must not exceed 1,352.23 euros per month.

The hours benefiting from this increase will therefore see their pension increase by 50.94 euros per month on average. This measure is particularly welcome for retirees with modest incomes. This system follows the 2023 pension reform and also provides for a catch-up of the increases which were not paid in 2023. As a reminder, 600,000 retirees had already benefited from an increase in 2023.

Notice to tenants, APL will increase by 3.26%

Another welcome increase, this time for the benefit of tenants: Personalized Housing Aid (APL) will be increased by 3.26% on October 1, 2024. This increase reflects the increase in the rent reference index observed in the second quarter of 2024. Thus, beneficiaries will see their assistance adjusted accordingly. For example, a recipient who received 150 euros of APL per month will now receive 154.89 euros. This revaluation, applied automatically, will benefit 6.6 million households across France.

In addition to APL, other housing-related aid, such as the Social Housing Allowance (ALS) and the Family Housing Allowance (ALF), are also increased in the same proportions, for the benefit of the 5.6 million beneficiaries. This decision comes in a context of continued rise in rents and aims to reduce the financial burden on households.

Paris: SUV owners will have to pay full price

From October 1, 2024, SUV parking in Paris will be subject to new rates. This decision follows a vote organized in February 2024, where Parisians voted in favor of an increase in parking fees for these vehicles due to their environmental impact. From now on, the hourly rate will be 18 euros in zone 1 (i.e. the 1st to 11th districts) and 12 euros in zone 2 (i.e. the 12th to 20th districts). From three hours onwards, the price increases: 72 euros for three hours in zone 1 and 48 euros in zone 2, in other words 24 and 16 euros per hour respectively. Please note that these new rates can be divided into 15-minute increments.

Thermal and hybrid cars weighing more than 1.6 tonnes and electric or low-emission vehicles weighing more than 2 tonnes will be subject to these “SUV rates”. (To find out the mass of your vehicle, refer to the registration certificate). The measure, which will affect around fifty car models, aims to discourage the circulation of SUVs in Paris. However, Paris residents, people with reduced mobility and owners of hybrid vehicles weighing less than two tonnes will not be affected by this increase.

Increase in gas benchmark price

Bad news also for households who cook or heat with gas. In October 2024, the benchmark gas price will increase by 5.36%. This reference price, established after the disappearance of regulated prices, allows suppliers to freely set their prices. However, the Energy Regulatory Commission publishes an indicative price each month to help consumers find their way.

This increase is directly linked to fluctuations in energy prices on global markets and risks significantly increasing bills, especially as the winter season approaches.

The number of fraudulent calls should decrease

On the other hand, there is good news regarding scams committed by telephone: from October 1, 2024, it will no longer be possible to hide the true origin of a call by spoofing a telephone number, a technique often used by scammers to pretend to be bank advisors or administrative agents. This new system, put in place by operators, will authenticate the origin of calls and significantly reduce this type of fraud, which has affected many individuals in recent years.

Change to winter time

Like every year, the month of October marks the transition to winter time. On Sunday, October 27, 2024, at 3 a.m., it will therefore be 2 a.m. This time change, introduced for reasons of energy saving, remains an important habit for the French, even if its maintenance regularly gives rise to debates at European level.

Vaccination campaign against influenza and Covid-19

October 15, 2024 marks the start of the seasonal flu vaccination campaign, which will take place in parallel with vaccination against Covid-19. This campaign is primarily aimed at people aged 65 and over, people at risk (suffering from comorbidities), pregnant women as well as residents of EHPADs and long-term care units. This double vaccination is particularly important to avoid serious forms of these diseases in the most vulnerable populations.
