The National Health Insurance House (CNAS) will have, in about two years, a new IT system, with a work capacity “clearly superior” to the current platform, which will allow the system to be de-bureaucratized, said Valeria Herdea, president of the CNAS, on Friday , on the balance sheet of the activity six months after taking over the mandate.
She specified that the financing contract was signed for the project “Re-sizing, standardization and optimization of the health insurance information platform – PIAS”, which will allow, within two years, with the help of European funding, CNAS to have practically a new computer system, with a work capacity “clearly superior” to the current platform.
“The new IT platform will include absolutely everything that is available at the moment, as well as many novelties. We are trying to make it so that a Romanian citizen can get his prescription from anywhere in Europe, not only from Romania, to no longer exist in paper form. Secondly, steps will be taken in this new platform so that every citizen can access their own electronic file, but also to secure this data. We are talking about resizing this platform that we have now and renewing it. We’re basically rewriting this platform, and we’re trying to not only resize it, but make it interoperable, so that all healthcare providers can see a patient’s record, so they can help them, they can intervene and make life easier and the patient’s route. Plus it will have a friendly interface, which will also allow access to people with disabilities to retrieve data and access their own file. (…) There are many things that will facilitate the patient’s access to medical services, including the scheduling system, including the system for accessing various specialties. There are important steps being taken, but they are taking a long time”, explained Valeria Herdea.
According to the CNAS president, the basis of the new IT platform is data security. “The base, our most important goal, is securing the data of all Romanians, we need cyber security more than ever. (…) The system ensures the confidentiality of our data and not the entry into these systems. We need this more than ever”, highlighted Herdea.
Also in the debureaucratization chapter, the president of CNAS referred to the e-invoice system, which was also implemented in the field of social health insurance, as well as to the start of the process of organizing and functioning of the National Contact Point in matters of e-Health in the field of assistance cross-border medical for the implementation of the Electronic Prescription at the European level, as well as the Patient Summary.
Valeria Herdea was asked, on Friday, in a press conference, if there are funds until the end of the year for all the chapters that CNAS must cover as funding.
She mentioned that she would like to say she has money by the end of the year, but she doesn’t.
“At this moment, pre-hospital medical assistance is covered. All three segments, the dental medicine segment, the paraclinical medicine segment, which will have an increase of 0.5 in the 4th quarter and, of course, the family medicine part. What we can say is that efforts are being made to cover the hospital, but we certainly have restrictions. No restrictions, don’t get me wrong. Unfortunately, we have limitations in our capacity, because we do not know at this moment how many patients will come. It’s a period, let’s say, of slight, very slight lull, but burdened by very big administrative problems, this transitional period since the introduction of the new contract”, said Valeria Herdea.
“I wish I could say yes, I have money for everything until the end of the year. I don’t have enough money. I have very little money, so little that I look like this… But that does not mean that we do not have the promise that we will be supported and that we will be able to move forward. What I have communicated to you is what has been achieved. What we want, I have no way to communicate at this moment, except yes, I will make the effort together with my team, let’s do it in such a way that every decision-maker understands that it is impossible without health. That, unfortunately, the state of health is what it is, that there is still no prevention developed at the level we wanted, that we still don’t know how to go to the family doctor because we say we don’t want to, we don’t have time and our health it goes on the water of Saturday and last but not least we are going to the almost terminal stage of the disease. That’s the gravity”, stated Valeria Herdea.
She specified that when a patient arrives at the hospital in the terminal stage of the disease, the costs for treatment exceed those for a thousand patients in the prevention stage.
“We end up in serious situations where they need major interventions and then the costs for such a patient who comes in the last stage exceed the costs of maybe 1000 patients who would go to the prevention stage. That’s why we keep saying, whatever estimate we make, none is happy or accurate. Because the fall period will come, people will come back from holidays, as you can see the cases of COVID are also increasing, as you can see we are still in the measles epidemic and as you can see the vaccination coverage is decreasing and many other things that could support us on the prevention side, they are going down”, Valeria Herdea also declared.
