“Over the past 10 years, we have issued 8.5 thousand apartments to orphans. When housing certificates appeared, the Moscow region became the first region in the country to allow graduates of foster families to use them from the day they came of age,” notes Governor Andrei Vorobyov. Federal legislation, we recall, requires that certificates be issued only from the age of 23. But in the Moscow region they considered it necessary to lower the age limit to 18 years – and, according to the authorities, so far no one has repeated the novel.
Certificates were introduced in the region three years ago to speed up the program for relocating emergency housing. It is not always possible to resettle a dilapidated house without grievances and complaints from the residents. Some people don’t like that the new housing is located on another street, others categorically don’t want to move from the first floor to the 27th, and still others don’t like that the sun now rises from the wrong side. The certificate solves all these problems. Its owner does not receive housing, but a payment with which he is free to buy an apartment where he wants, and the kind he wants. The price of the certificate is calculated based on the available area of dilapidated housing, multiplied by the average cost per square meter in the Moscow region. You can even buy a larger and more expensive apartment than you had, but then you will have to pay the difference out of your own pocket.
Since last year, federal legislation allows the use of certificates to provide housing for orphans. It’s no secret that in some regions finding an apartment for an orphan is a problem. There are not so many new buildings that there are enough of them for social residents, and free secondary housing, if there is any, is in such a state that it periodically “pops up” in the stories of federal television channels. The certificates gave the regions the opportunity to avoid scandalous reporting: if the authorities could not provide housing for an orphan five years after he came of age, hand over a cash certificate. With money, the young man will be able to solve his housing problem himself. In addition, 23 years old is not 18, many by this age already have a stable job and even start families.

One question: where should a person under 23 live? In a foster family, where even without you there are seven people on benches? By lowering the age limit, the Moscow region authorities gave orphans the opportunity not to have to struggle with finding an answer. Moreover, the certificates do not imply real money in order to exclude cases of fraud against inexperienced youth. The document can only be exchanged for a purchase and sale agreement, and only after registration of the buyer’s property will the bank cash the certificate to the seller.
“A direct purchase and sale agreement reduces the period of purchasing housing by about three times. We noticed that an orphan, when choosing an apartment, moves into it on average in six to nine months. And if he chooses a certificate, he celebrates his housewarming in just one and a half to two months “, emphasizes the Minister of Social Development of the Moscow Region Andrei Kiryukhin. He shared statistics from the current year with RG: 617 graduates of foster families have already purchased housing with the help of certificates, and 39 people wished to move to another municipality in the region. This is also an undoubted advantage of a housing certificate – it gives a young man the opportunity to settle in any city near Moscow, and not just where he was born or raised. Those who prefer to receive apartments outright are limited to one municipality.

And another 205 orphans, according to Kiryukhin, added money and purchased more spacious housing. The certificate covers the full cost of housing with a total area of at least 27 and maximum 33 square meters. But you can also expand the area by paying extra for additional meters. Guys enter adulthood not without money. From the moment they receive the status of an orphan or a child left without parental care, they are entitled to monthly payments in the amount of 17.7 thousand to 23.7 thousand rubles. Students of colleges and universities are also awarded a governor’s scholarship and a one-time payment after receiving a diploma of 180 thousand rubles. In addition, a new form of support for orphans was recently introduced in the Moscow region – an annual allowance in the amount of 45 thousand rubles.
Specifically
There are currently 21.9 thousand orphans in the Moscow region. 99% of them are brought up in foster and foster families. And another 1% need round-the-clock medical support and live in family centers – repurposed former orphanages.
