How the capital’s MFCs issue certificates about the status of air defense soldiers and their relatives

Until yesterday, the participants in the special operation, to confirm their status, were forced to draw up documents in several organizations in paper form and personally submit a set of documents. Now everything can be done much easier and faster.

While little Vera is playing in the children’s corner of the public services center at 7 Nastasinsky Lane, her mother is filling out a certificate.

“With a small child, I simply would not be able to travel to different authorities and collect documents to confirm my husband’s status – he is now in a combat zone. Yesterday I read that you can apply for this service at the MFC and decided not to hesitate. I want to get a certificate so that speed up getting a place in kindergarten for my daughter,” Irina Zubkova, a resident of the Tverskoy district, shared with RG.

At the information desk she was given a ticket. Almost immediately her number appeared on the screen in the open window where the specialist was waiting. “All I needed was a passport and a copy of my husband’s passport, the whole process took no more than 15 minutes, and next week I can come here and pick up the finished document,” added the Muscovite.

“The certificate confirms the fact of participation in a special military operation by a serviceman who entered into a contract with the Ministry of Defense of the Russian Federation, and confirms his right to legal and social assistance, receiving various support measures,” said Denis Seleznev, head of the public services center of the Tverskoy district.

It is almost impossible to forge a certificate. Through the official hardware and software complex, the request from the MFC goes directly to the executive authorities, where it is processed, and if some data about the applicant is missing, then they are additionally requested and checked together with the relevant departments. An official certificate comes to the MFC from the Ministry of Defense.

“You can also issue a certificate through the public services portal; in the application it will open in electronic form with a digital stamp, but if you need a paper document and a classic seal, we can quickly put it on. Just contact us, we will print out the certificate, certify it with a signature and seal “, Seleznev added.

So far, according to him, there are no queues at the public services center. “There were only a few requests. One was from a SVO participant who was injured and claims city benefits, since he has permanent registration in Moscow,” said Anna Kolesnikova, a senior specialist at the center.

She recalled that participants of the SVO and their families who are registered in another region but live in the capital can contact the capital’s public service centers. To avoid queues, the website of public service centers has a workload schedule for each office. Online, you can choose the closest one, where there are the fewest people.

“The certificate is issued in 4 days, in some cases the registration process can take 30 days if additional checks are needed,” Kolesnikova added.

District centers are open daily from 8:00 a.m. to 8:00 p.mflagship offices and the Palace of Public Services at VDNH – from 10:00 to 22:00.

Help for SVO participants and their family members

In addition to federal benefits and support from the Ministry of Defense, participants in the military service, who were called up by the military commissariat of the capital as part of partial mobilization, and also accepted by the selection point for military service under a contract in the city of Moscow, can qualify for city support measures, the Moscow Department of Labor and Social Protection clarified.

For military personnel:

– monthly payment in the amount of 50 thousand rubles;

– one-time cash payments to the wounded from 500 thousand to one million rubles, depending on the severity of the injury and the determination of the disability group.

For children:

– a monthly allowance in the amount of 100 percent of the child’s subsistence level and a one-time allowance for young parents are provided in a simplified manner – without assessing the level of the family’s property security, the amounts in bank accounts, and taking into account the family’s income;

– extraordinary enrollment in kindergartens upon reaching one and a half years of age;

– extraordinary transfer to another kindergarten or school near the family’s place of residence;

– exemption from fees for visiting city and municipal kindergartens;

– provision of free two hot meals a day (breakfast and lunch) to schoolchildren in grades 1-11;

– providing free one-time hot meals (lunch) to city college students;

– priority enrollment in after-school groups for schoolchildren in grades one through six, as well as exemption from paying for after-school care;

– exemption from paying for classes in clubs and sections in schools and additional education institutions subordinate to the executive authorities of the city of Moscow and local governments.

For elderly relatives, disabled people and disabled children:

– providing needy families raising disabled children, elderly citizens, disabled people of groups I and II with social services at home, regardless of the composition and level of income of the family;

– priority referral to veterans’ homes and other inpatient social service institutions, regardless of family composition.

For spouses and children of working age:

– organization of vocational training and additional vocational education;

– assistance in finding a job.

For all family members:

– provision of psychological assistance;

– assistance in processing social and other payments, as well as social support measures;

– consulting on legal issues;

– provision of subsidies for payment of housing and communal services in a simplified manner – without taking into account income and the need to provide documents, as well as exemption from penalties for late payment of housing and communal services.

Additional support measures for families:

– one-time payment in case of death of military personnel – 3,000,000 rubles;

– monthly payment to family members of deceased (deceased) military personnel.
