Internet aggression would be punished next year

Through a law that is being prepared, the government would ensure that the number of aggressive expressions spreading on the Internet, in which the commenter actually abuses his freedom of speech and opinion, is reduced. The draft law on the “suppression of internet aggression” was submitted to the parliament’s justice committee today, which, if the parliament votes with a two-thirds majority, could enter into force on January 1, 2025 at the earliest.

According to the proposal – which the Telex cites – for a misdemeanor, anyone who uses or publishes in a public comment an expression, representation or image and sound recording that can be identified with the intention of committing a violent, deadly or particularly cruel punishable act against a person or persons shall be punished with imprisonment of up to one year or express a wish.

According to the justification, this applies not only to individuals, but also to aggressive manifestations against groups of people and communities. At the same time, liking such comments and content that have already been published would not be a violation in itself.

Based on the justification, the legislator clearly takes a position in favor of the fact that my communication wishing for the violent death of a hateful person does not belong to the forms of communication permitted during the expression of opinion.

The proposal repeatedly raises the responsibility of internet press products and internet platforms, so if a website, for example, provides readers with the opportunity to comment under articles, in this case it is obliged to create regulations and apply an effective solution against illegal or harmful, especially hateful, insulting human dignity comments.

The Media Council, an organization of the National Media and Communications Authority, will publish a recommendation on effective regulations, and the NMHH, acting within its authority, will monitor compliance with the law.
