The answer was prepared by the Department of City Planning and Construction of the Daugavpils City Duma: “When designing a multi-apartment residential building, a general concept is developed: the location of the building in accordance with the environment and facade solutions that harmoniously fit into the existing urban environment. To achieve this, various specialists, such as architects and civil engineers, are involved in the development of a construction project.
The balconies of apartment buildings are part of the common property belonging to the community of homeowners. From the above it follows that changes in the design of a separate balcony cannot be made without the consent of all residents of the house and approval of the general facade design of the house in the Construction Authority».

To ensure this, various specialists, such as architects and civil engineers, are involved in the development of the construction project.
The balconies of multi-apartment residential buildings are part of the common property of the houses, which belong to the community of apartment owners. It follows from the above that changes in the design of a separate balcony cannot be made without the consent of all residents of the house and the coordination of the overall facade solution of the house in the Building Authority”.
