It is difficult to create competition in Estonia

There was nothing directly wrong with the conditions of the syringe procurement organized by the Health Development Institute (TAI), but the procurement organizer cannot guarantee strong competition because the Estonian market is so small, said the chancellor of the Ministry of Social Affairs, Maarjo Mändmaa.

Äripäev wrote this week how the Health Development Institute has been organizing syringe procurement for years, which has a strict requirement that the plunger of the syringe must be contrast-enhanced. Only one company participates in this tender and has won it for many years.

Although as a bystander it may seem that the organizer of the tender has put conditions into the tender that may favor one offer over another, Mändmaa confirmed that the syringe procurements are put together by TAI specialists who know which syringes people need.

“Looking at it from a distance, it may seem that something is unfair, but if you delve into the details and talk to specialists, there is a reason behind everything,” Mändmaa said in the morning program of Äripää radio.

However, Estonia is a small country and it is relatively difficult to create competition in the healthcare sector, the chancellor said. Therefore, he calls on entrepreneurs who are at all interested in tenders to participate in them and to ask all kinds of questions to the tender organizer.

In addition, Mändmaa spoke about the Ministry of Social Affairs’ budget, cuts and savings.
