Jury recommends awarding first section of high-speed road to consortium led by Mota-Engil – Transport

The jury of the public tender approved the proposal of the Portuguese consortium Lusolav – which includes Mota-Engil, Teixeira Duarte, Casais, Alves Ribeiro and Conduril – for the construction of the first section of the high-speed line between Porto and Oiã. The information is contained in the evaluation document to which Negócios had access.

It was already known that this consortium led by Mota-Engil was the only one that had been validated as being loaded on the electronic public procurement platform.

From the evaluation, “it appears that the only proposal presented obtained a clearly positive evaluation in the evaluation subfactors B1 – Campanhã Station and B3 – Bridge, having obtained the maximum score in more than half of the elementary evaluation subfactors that comprise them”, it can be read.

The overall score of 4.448 gives a greater relative weighting, of 70%, to the price factor. “The financial assessment of the proposal is lower, as a net updated value (“NPV”) was presented, with reference to December 2023, of 1,661,362,811.55 euros, very close to the reference base price”, they indicate.

The jury therefore decided to “propose its award to the competent body for the decision to contract”. However, it warns that “given the circumstance that only one proposal was submitted, in a timely manner, it is necessary to give special consideration to the added value of awarding the only proposal submitted, to be carried out by the members of the Government responsible for the areas of finance and the project in question”.

According to the presentations that have been made by Infraestruturas de Portugal (IP), the Porto-Oiã PPP has foreseen a total investment of 1.978 million euros, while Oiã-Soure is estimated at 1.751 million, with a lower complexity being indicated for this second section, which should be put out to tender in this third quarter.

The two sections are part of the first phase of the high-speed rail link that will connect the two largest Portuguese cities in one hour and 15 minutes, which will receive 3 billion euros in financing from the European Investment Bank (EIB), as reported by Negócios. Portugal has also submitted an application for a total of 875 million euros in funds from the Community programme CEF (Connecting Europe Facility for Transport 2), of which 729 million are funds reserved for Portugal and another 146 million are in a competitive regime with the Cohesion countries.
