After Avertisment.net made it known that the criminal problems of the USR candidate for the Presidency of Romania, Elena Valerica Lasconi, have come to the attention of the EPPO European Public Prosecutor’s Office (prosecutors are investigating possible fraud, embezzlement of funds in the project “Local development in marginalized urban areas from the municipality of Câmpulung – POCU/717 /5/1/155642″, financed by non-reimbursable European funds), the user washing machine was put into motion. As if forgetting the slogan “no penalties” blown in the eyes of the people years ago, USR is now trying, with all its might, to cover the traces left by the profitable financial engineering with European money, carried out at Câmpulung Muscel City Hall under the leadership of the head of USR. Thus, the mass media trolls induced the idea that the investigations of the Romanian and European prosecutors would rather be “campaign files”, opened to compromise the candidacy of the userist leader. In the absence of information about the investigations, some commentators state that the investigations opened by the magistrates refer to the criminal activities of the partner companies of the Câmpulung town hall, in the fraudulent projects, not to Elena Lasconi, the mayor who has the capacity of main credit orderer.

We are talking about files, not about a file and about the Romanian magistrates, because, recently, we came into possession of a new file opened, this time by the Prosecutor’s Office attached to the Câmpulung Court. The work with no. 1785/P/2024 was opened to the notification of the State Construction Inspectorate, which claimed the lack of a building permit for “retractable bollard installation works at the intersections with the streets adjacent to Pardon Boulevard (…) executed without a building permit”, under the conditions in which the area is declared a historical monument of exceptional value for the country’s history. We won’t go into details because you can find them in the local press and national online newspapers, which have written hundreds of articles on this topic in the last two years. According to the Argesian media, construction inspectors reported irregularities as early as 2022 (retractable bollards installed on the European road E 574 were not foreseen in the authorized technical documentation for the rehabilitation works of Pardon Boulevard in the center of Câmpulung Muscel), but for unknown reasons they notified authorities much later. For the same, unexplained reasons, the prosecutors of Campanulungen have not yet forwarded the file to the National Anticorruption Directorate, which should investigate Mayor Lasconi, as a credit orderer.
New file at the DNA for misappropriation of funds
At the end of October ac, DirecÞThe National Anticorruption Agency was notified by a citizen regarding the fraud of some funds allocated to the rehabilitation works of some streets in the Câmpulung Muscel municipality, for which the government allocated 7 million lei under the title of state aid. In 2021, the Romanian Parliament, through Annex 7/03 to the State Budget Law for 2021, no. 15/2021, approved for the municipality of Câmpulung the sum of 7,000,000 RON for the financing of the objective “Rehabilitation of Negru Vodă Street and Republicii Street from the intersection of Poenaru Bordea Street to Petre Zamfirescu Street“. The author of the notification claims that Elena Lasconi, as the head of UAT Câmpulung and the main credit orderer, would have diverted half of the allocated amount, the works financed by the government, being carried out in proportion to 50%. The man claims that he reported the fraud to the General Regional Directorate of Public Finances Ploiești, as early as 2023, but their investigation was left pending.

– awarding all large construction and assembly works in Câmpulung to a single company or group of companies, belonging to the same family; when tens of millions of lei, during the term of a mayor, are directed to a single person who owns several construction companies, it can no longer be a question of a real and transparent competition, but of a criminal group ;
– underbidding, winning the contract and subsequently overestimating the works estimates;
– the approval of overvalued budget payments, in an assumed and obviously illegal manner, by the principal authorizing officer of credits, respectively the mayor of the municipality;
– non-compliance with the approved project and execution of additional works without building permit whose cost is, of course, ineligible.”
