Owners of Russian Telegram channels they write that they now have a monetization section.
The company has not officially announced this. So far, the section is not shown in all channels.
You can check its availability by opening Channel settings → Statistics.
But even with the presence of the corresponding section, monetization in Russia cannot yet be enabled.

Telegram launched monetization in March this year, but not in Russia. The messenger pays 50% of the advertising that is placed in channels through the Telegram Ads platform. Channels with more than 1,000 subscribers can connect monetization.
