We can only speculate about the exact reasons for the decision.
In the past few days, it has been revealed that Microsoft deliberately built a slowdown into older editions of Windows to force users to wait. As a result, in Windows 95 and 98, Control Panel responded with an 8-second delay when users added new hardware to the system.
One for the restriction German specialist has been paying attention, and while it’s not clear why Microsoft introduced the slowdown on the now-historical operating systems, it’s worth thinking about the possible reasons.
The most likely explanation is that the delay was necessary due to hardware limitations at the time. It is also possible that in order to improve the user experience, they decided not to close the interface immediately after the hardware addition process.
By the way, the slowdown did not affect other parts and functions of the operating system, in fact, most users probably didn’t even notice it, so no one actually suffered from the strange bug.
In an attempt to further speed up Windows 9x QuickInstall, I have patched SYSDM.CPL to remove the hard-coded 8 second delay(!!!) when new hardware is found and reduced it to 300 milliseconds. pic.twitter.com/BfGNpSjMfw
