How reports RBC, citing sources in the organization, as part of the change in the organizational structure, Shmakov will become president of the FNPR. His deputy, Sergei Chernogaev, will receive another leadership position.

It is likely that Chernogaev will become the general secretary of the FNPR. During the week of Shmakov stated about the need to change the FNPR charter, since “modern reality presents new challenges to the trade union movement.”

“It is proposed to introduce the posts of president and general secretary instead of the post of chairman. Their powers and areas of responsibility will be set out in the draft charter,” said the current chairman of the FNPR.

Changes to the leadership structure are expected to be announced on Tuesday, October 29, when the 13th (extraordinary) congress of the federation takes place.

RBC’s interlocutor said that it is not yet clear how the powers will be divided between the president and the secretary general. At the same time, the meaning of the innovations is connected with Shmakov’s desire to ensure a “seamless transition” of power.

75-year-old Mikhail Shmakov was first elected chairman of the federation in 1993. Since then, he has been re-elected to the position of head of trade unions seven times, most recently in 2024.

The head of the Russian Trade Union of Railway Workers and Transport Builders, Sergei Chernogaev, was first elected deputy chairman of the FNPR in April 2024.
