Language models based on artificial intelligence (AI) can be abused for the rapid spread of propaganda, influencing public space or flooding the information environment.
In its annual message for the year 2023, it was reported by Military Intelligence (VZ). According to the secret service, this type of artificial intelligence can also be used for automated cyberattacks or massive action on social networks with the aim of polarizing society.
According to VZ, the creation of high-quality and realistic images and videos enables, for example, the creation of pornographic material targeted at specific political figures with the aim of blackmail or influencing elections. “The audio-visual technologies of generative AI then enable, for example, the creation of propaganda videos shared through social networks,” reports informants. In the case of sound generation, the voice of the selected speaker can then be reconstructed and used, for example, for spear-phishing attacks, when specific institutions or persons are the target.
According to VZ, the combination of these technologies enables the creation of realistic so-called deepfake videos. “Such an attempt was recorded at the beginning of the Russian invasion of the territory of Ukraine, when a deepfake of President (Volodymyr) Zelensky calling on the armed forces of Ukraine to lay down their arms was spread,” VZ writes. Due to the low quality of the video, the attack was not successful. “However, this indicates the unpreparedness of the Russian Federation for conflict rather than the low quality of generative technologies,” adds VZ.
According to VZ, last year marked a significant milestone in the use of the potential of artificial intelligence, on the practical use of which the secret service is working intensively. Artificial intelligence can play a significant role, for example, in the automatic evaluation of satellite images and other data. It can also be useful for training pilots, creating scenarios for war games or planning logistics. “In the future, it can also be expected that AI will be able to be used to support command, especially at the tactical level,” the annual report said.
According to VZ, arms companies are working on the use of AI for military purposes. It can be seen, for example, in small suicide drones in Ukraine, where artificial intelligence detects military targets. “In the future (…) it will be possible to use swarms of these small sods with sufficiently advanced AI technologies to eliminate specific targets (persons) at very low costs,” states VZ. However, if the technology becomes more widely available, there is a risk of it being used for terrorist purposes, he warns.
According to VZ, the emergence and development of artificial intelligence and the associated economy provide an opportunity for states that get involved in time and sufficiently to increase their economic power and position in the international arena. “On the other hand, in the case of insufficient competition caused by a small number of strong, active players, there is a risk of concentration of capabilities in a few states,” adds VZ. If world actors are not active enough, there is a risk of a massive concentration of this economy between two or three great powers, which will also lead to the strengthening of their military and intelligence power.
According to VZ, however, technological shifts do not mean that it is appropriate to resign from the conventional way of conducting wars. “The ability to provide defense with conventional weapons and weapon systems therefore remains a prerequisite for the country’s defense capability,” states the annual report of the National Assembly.
