Ministry of Health and Welfare selects 5 institutions to participate in the 3rd pilot project for home medical care for type 1 diabetes patients

(Health Korea News / Lee Chang-yong) Five general hospitals, including Chung-Ang University Gwangmyeong Hospital, were selected as the third participating institutions for the ‘Type 1 Diabetes Patient Home Medical Care Pilot Project’ hosted by the Ministry of Health and Welfare.

According to the Ministry of Health and Welfare on the 19th, the institutions selected for the home medical care pilot project this time are 5 in total, including 2 general hospitals (Daegu Catholic University Hospital, Hwasun Chonnam National University Hospital) and 3 general hospitals (Chung-Ang University Gwangmyeong Hospital, Medical Law Signature Medical Foundation Samyeong Hospital, and Jeju National University Hospital).

In 2019, the Ministry of Health and Welfare first implemented the ‘Type 1 Diabetes Patient Home Medical Care Pilot Project’ targeting Type 1 diabetes patients who absolutely need insulin administration.

In the first pilot project, 42 general hospitals, including Korea University Anam Hospital, were selected. In the second pilot project conducted in 2021, 12 general hospitals, including Seoul Asan Medical Center, were selected.

Hospitals selected for the pilot project must form a home medical care team of at least three people, including at least one full-time doctor, one nurse, and one nutritionist.

The target institutions for the pilot project for home medical care for type 1 diabetes patients are medical institutions at the level of hospitals or higher, and are institutions that have completed registration as participating institutions through application for participation in the pilot project for home medical care for type 1 diabetes patients.

The target patients are patients with type 1 diabetes (disease code E10.x) who require insulin administration and who agreed to participate in the pilot project.

Institutions selected for the pilot project can calculate the fee for home medical services for ‘type 1 diabetes patients’. The fee is divided into education consultation fee 1 and 2 and patient management fee. Education consultation fee 1 is calculated when a doctor provides specialized in-depth education to a patient so that the patient can understand his or her disease and treatment process for safe self-management. Education consultation fee 2 is calculated when a home medical team provides consultation and education on disease and health management to the patient so that the patient can manage themselves, such as preventing complications. Patient management fee is a fee given when a home medical team periodically checks the patient’s clinical information, etc., and provides the patient with non-face-to-face consultation necessary for home management (monitoring and managing the progress of the disease).

The patient’s share of the educational consultation fee is 10% (exempt for the lower income class and medical aid recipients), and there is no patient share of the patient management fee.

The ‘Type 1 Diabetes Patient Home Medical Care Pilot Project’ period is from January 1, 2020 to December 31, 2025. The Ministry of Health and Welfare plans to shorten or extend the period if necessary depending on the performance of the pilot project.
