New EU regulation for quieter motorcycles

The new EU regulation is due to enter into force in 2025, and it introduces stricter regulations on noise.

Regulation, named Regulation R41.05does not specifically mean that the test thresholds are lower or quieter than before. Instead, the conditions under which the noise of the new motorcycle is tested will be more far-reaching than before.

R41.05 seeks to reduce the noise of motorcycle engines in cities during acceleration, including the noise generated in rural areas. The latter is a new addition to the legal framework. The “Additional Sound Emission Provisions” (ASEP) were first introduced in 2016 and covered around 80 percent of the new European motorcycle regulations.

To tighten the regulations, the 2025 tests will measure motorcycles at up to 80 percent of maximum engine speed and in a speed range of 10 to 100 km/h. In addition, measurements will also be made in all gear ratios.

Without reducing the noise threshold, the new tests mean that the new bikes will have four times the number of measurements, and in many cases will mean that they are measured at engine speeds and gear ratios not previously tested.

In addition to the new testing procedure, independent bodies will now be responsible for collecting test results to help detect bikes that exceed the limits. Previously, machines were tested by manufacturers who recorded the results themselves. An independent body would then test a random selection of the same model to determine the accuracy of the manufacturer’s own report. The previous method of testing and recording was thought to leave too much room for interpretation of results, something the EU wants to curb.
