The Ministry of Digital Development has published for discussion a draft document providing for an increase in the number of services available to users of the State Services Biometrics application. Among the innovations is the ability to buy non-alcoholic energy drinks in stores without a passport.

If the document is adopted, then with the help of standard biometrics, Russian residents will be able to buy not only alcohol, cigarettes and tobacco, hookahs, but also energy drinks. One look into the camera will be enough to make a purchase; it is not necessary to take your passport with you, as follows from the explanatory note to the draft resolution.

“The draft resolution provides the opportunity to citizens who have reached the age of 18 and have placed their biometric personal data in the EBS through the EBS mobile application, to purchase non-alcoholic tonic drinks (including energy drinks) after identification or authentication using the EBS and Unified Identification of Identification without a passport or other document allowing establish the age of such buyers,” the explanatory note says.

According to the document, it will also be possible to enter “State Services” using simplified biometrics instead of the standard one, which not everyone can obtain.

Simplified biometrics can be registered by taking a photo and recording a voice using the State Services Biometrics application. For standard biometrics, you need a new passport. Confirmed biometrics are registered with banks.

The resolution states that standard biometrics will make it possible to apply for a pension while living abroad, confirming “being alive.” For now, this can only be done by returning to Russia.

It is expected that the regulation could come into force as early as 2024.

In Russia there is a unified biometric system (UBS), into which you can voluntarily send your biometrics. “Government services” use information from the EBS. Russians were given the right to refuse biometrics by submitting an application to the MFC.
