Paju City Council, Gyeonggi Province, raised suspicions of ‘unpartisan destruction of public records’ created in the process of selecting a waste disposal company for Paju City.

On the 11th, the Paju City Council Administrative Investigation Special Committee on the selection of a waste disposal company and the promotion of business (hereinafter referred to as the Special Investigation Committee) said, “Paju City is suspected of violating the ‘Public Records Management Act’ in the process of selecting a waste disposal company and carrying out related work.” “Once confirmed, action will be taken to file charges against those involved,” he said.

The Special Investigation Committee said, “During the process of selecting a waste disposal company, it was revealed during the administrative investigation that the qualitative evaluation business plan for each company that was distributed to each member during the evaluation of the screening committee for qualified candidates was not kept,” adding, “The unauthorized destruction of the relevant records was a ‘public issue. It was confirmed that records management obligations under Article 19 (management of records, etc.), Article 19-2 (prohibition of unauthorized concealment of records, etc.), and Article 27 (abolition of records) of the Records Management Act were violated.” He explained.

Son Seong-ik, chairman of the special investigation committee, said, “This issue is a serious issue that greatly undermines the transparency and reliability of public records management, and we will urge a thorough investigation and investigation by investigative agencies into Paju City’s poor management and unauthorized destruction of records.” “We will prevent similar cases from recurring by uncovering the truth and punishing those responsible,” he emphasized.

The special investigation committee plans to take action in the future to report illegal matters revealed as a result of the administrative affairs investigation.

In response to this, Paju City dismissed the special investigation committee’s claim of unauthorized destruction, saying on this day, “The data submitted in response to the special investigation committee’s request for data is a copy of the original for storage and is a copy that is sure to be identical to the original.”

The city said, “The investigation special committee requested 20 data on September 25th and 11 data on October 4th, and the city submitted all the data requested by the council twice on September 30th and October 11th.” “The qualitative evaluation business plan was submitted to the department in charge (Resource Circulation and Cleaning Administration Team) by participating companies at the time of service bidding, along with the original for storage and a copy for distribution. The original for storage is being kept by the department.” He explained.

The city especially emphasized, “We state that Chairman Son Seong-ik’s claim that the relevant materials were destroyed without permission is clearly untrue, as the originals are currently in storage.”
