PMLP will send letters to 4,650 Russian citizens about the actions to be taken in order to be able to stay in Latvia in the future

In the letters, the administration will inform about the necessary actions to be taken in order to be able to continue staying in Latvia as a permanent resident of the European Union after July 15, 2025.

The amendments to the Immigration Law adopted on June 20 this year provide that those Russian citizens who had a permanent place of residence in Latvia before acquiring Russian citizenship and who received permanent residence permits in accordance with the Law “On Entry and Stay of Foreigners and Stateless Persons in the Republic of Latvia” until 2025 By June 30, documents for requesting the status of a permanent resident of the European Union must be submitted to the administration, including a certificate of successfully passing the national language test.

If the application is not received by June 30, 2025, the permanent residence permit will become invalid from July 15, 2025, and the person will have to leave the territory of Latvia by October 13, 2025.

If a person has failed the national language proficiency test at least once by June 16, 2025 and has registered for a repeat test, which will be conducted by September 30, 2025, the documents must be submitted by October 31, 2025.

It is expected that the document review time will be up to one year, PMLP estimates. While the documents are being examined, the residence permit previously issued to the person will be valid until a new permit is obtained.

“The letter prepared by the administration is not a decision, but an informative document that explains the process of submitting documents. To avoid unpleasant situations, please submit the documents on time. Even if a person is exempt from the state language test, all other necessary documents must be submitted on time,” emphasized the head of the administration Myra Roze.

It is not necessary to contact the administration for those Russian citizens who have already submitted an application for the status of a permanent resident of the European Union.
