Prioritizing the enactment of the Semiconductor Act… Increasing competitiveness of eco-friendly cars and secondary batteries


The Ministry of Trade, Industry and Energy is promoting the enactment of the Special Semiconductor Act as its top priority. During this month, the company will also announce a plan to strengthen competitiveness of eco-friendly vehicles and secondary batteries to overcome the chasm (temporary slowdown in demand).

The Ministry of Trade, Industry and Energy announced the ‘2025 Major Business Promotion Plan’ containing these contents on the 8th.

First, in order to strengthen the competitiveness of key industries, the enactment of the Special Semiconductor Act is promoted as a top priority, while the creation of a semiconductor mega cluster is also accelerated, such as starting construction of Yongin Cluster No. 1 fab within the first quarter. The on-device AI semiconductor development project, focusing on four major fields such as automobiles, robots, defense, and IoT, will also begin in earnest, starting with a preliminary preview in the first half of this year.

A plan to strengthen the competitiveness of eco-friendly vehicles and secondary batteries will also be released this month. An integrated technology roadmap for commercialization of autonomous driving will be prepared in the first half of the year, and an ‘Automotive Parts Ecosystem Transformation Plan’ will be established within the year to transform the automobile parts industry into future vehicles.

In order to strengthen the competitiveness of the secondary battery industry, a battery circulation ecosystem will be established in earnest by enacting the ‘Post-Use Battery Industry Development Support Act’. We also plan to intensively support technology development, such as upgrading the performance of NCM batteries, where Korean companies are ahead, and developing LFP batteries for low- and mid-priced electric vehicles and ESS.

The Ministry of Trade, Industry and Energy plans to prepare a plan to strengthen the competitiveness of ship materials and equipment, including R&D, verification, and commercialization, in the first half of the year. We also plan to establish measures to foster core food sources after LNG carriers, such as hydrogen carriers, ammonia propulsion ships, and autonomous ships, within the year.

Measures to establish energy security will also be implemented without a hitch. The Ministry of Trade, Industry and Energy plans to focus on responding to key issues such as electricity supply and demand, nuclear power plant exports, and deep-sea gas fields in the East Sea. First, in order to ensure a stable power supply, the ’11th Basic Plan for Electricity Supply and Demand’ was confirmed as soon as possible through a report by the National Assembly Standing Committee, and in consultation with the National Assembly, the three energy laws, including the ‘High Level Special Act’, the ‘Power Grid Special Act’, and the ‘Offshore Wind Power Special Act’ were promptly enacted. It was decided to push for passage.
