Incheon International Airport Police plans additional investigation of officials

(Seoul = Newsis) Reporter Choi Seo-jin = The prosecution requested the police to conduct a supplementary investigation regarding the controversy over excessive security provided by a private security company to actor Byun Woo-seok.

According to the legal community on the 2nd, the Incheon District Prosecutors’ Office International Crimes Investigation Department (Chief Prosecutor Jeong Yoo-seon) requested a supplementary investigation into the above case from the Incheon International Airport Police Department early last month.

Previously, Mr. Byun departed for Hong Kong through Incheon International Airport on July 12th for the ‘2024 Byun Woo-suk Asia Fan Meeting Tour Summer Letter’ schedule.

In the process, controversy arose over excessive security, with a private security company arbitrarily controlling the Incheon Airport gate and flashing flashlights at other passengers.

In particular, it was revealed that company employees also checked the boarding passes and passports of passengers using the airport lounge.

Due to the controversy over ‘excessive security’ for Mr. Byun, Incheon International Airport President Lee Hak-jae apologized, saying, “We failed to prepare sufficient measures.” The National Human Rights Commission of Korea also began an investigation into whether excessive security for Mr. Byun constituted a human rights violation.

The Incheon Airport Police Department booked Mr. A, a private security company representative in his 40s, and Mr. B, a security guard in his 40s, without detention on charges of violating the Security Service Act and sent them to the prosecution on the 2nd of last month.

Mr. A and others were charged with acting outside the scope of their security duties, such as showing off their power to other passengers while guarding Mr. Byun at Incheon Airport.

According to the Security Service Act, security guards must not infringe on the freedom and rights of others or interfere with legitimate activities when performing security duties. Bodyguards must also not engage in actions beyond the scope of their security duties, such as showing off their power or using physical force on others.

The prosecution, which took over the case, believed that additional investigation was necessary and requested a supplementary investigation from the police early last month.

The prosecution believes that the police only investigated the private security company booked during the investigation and did not conduct a face-to-face investigation of the security officials at Incheon Airport.

It is also known that they are considering whether actions such as shooting a flash for the purpose of interfering with an actor’s filming or checking whether the actor has a first-class ticket can be seen as an exercise of power.

The police plan to conduct a supplementary investigation, including looking at precedents for violations of the Security Service Act and calling in relevant officials for investigation. According to the revised investigation rules, if a prosecutor requests a supplementary investigation or reinvestigation, the police must process it within three months.

A police official said, “We are coordinating a schedule to investigate the relevant people.”
